Ski sailing, also known as snowkiting, is skiing with a sail or steerable kite for propulsion, across snowfields and frozen water. Insurers treat it as related to kitesurfing: on ordinary travel cover it often appears in the exclusions, and on the winter sports module it is almost never included as standard.
Two things make the risk unusual. You reach high speeds over a surface that has not been prepared, and a gust can lift you off the ground. That last point brings the sport under the category of air sportswith many policies. Riding over frozen water is a separate case as well: damage from going through the ice is rarely paid.

Two points that determine whether your policy pays after an accident.
Most travel and accident policies exclude off-piste mountain sports, air sports, diving below a stated depth and speed contests. Ski sailing engages the air sports provision as soon as you leave the ground with the kite, and the competition provision in any organised race. Additional adventure cover sometimes names this sport.
If your kite or line hits another sportsperson, you are liable under Article 6:162 of the Dutch Civil Code. Liability insurance only pays if the sport is not among the exclusions. Riding in declared storm conditions or over ice that carries a warning can also come under Article 7:952 of the Dutch Civil Code fall.

Often yes. Insurers that place kitesurfing in a risk class usually treat snowkiting identically. If the sport is not named in the conditions, ask for written confirmation before departure.
As soon as you leave the ground with the kite. Many policies exclude air sports without further definition, so that even a jump of a few metres falls outside the cover.
Usually not without an extension. Going through the ice counts as a foreseeable risk and is often excluded separately. Do not go alone and observe local warnings.
Sports equipment falls under the luggage cover, with a maximum per item and with damage during use excluded. A tear in the fabric while sailing is rarely paid for.
