In brief

Finass Verzekert (AFM 12016589) advises and acts as an intermediary in non-life insurance. Financing building work, whether through an increase in the mortgage or through a loan, falls under a different licence category. We do nothing in that field and refer you on.

Please note: borrowing money costs money. Compare offers on the annual percentage rate (APR) and not on the monthly payment: that mainly tells you something about the term. Licence holders consult BKR (the Dutch credit register) for credit from 250 euros upwards with a term longer than one month. Parties who claim it can be done without that check usually do not hold the licence.

What we do: during building work your risk changes. A Construction all risks (CAR) insurance covers damage to the works themselves, and your buildings insurer wants to know about the work. Afterwards, the rebuild value.

What to look out for when comparing

  • Total cost of credit: the amount over the full term, not per month
  • Penalty-free repayment: useful if the work turns out cheaper than expected

Where things go wrong during building work

Four points that determine whether damage during the works is at your expense.

The buildings policy covers the works only to a limited extent

An ordinary buildings insurance policy covers the existing building, not the works under construction, the building materials or the contractor's mistakes. And as long as the property is open, there is an increased risk of water and storm damage. So report the work to your insurer in advance.

CAR insurance for building work

Report the work, even if the contractor is insured

A change in the risk that you do not pass on engages your duty of disclosure. At inception 7:928 DCCapplies; if it later emerges that the risk was different, the insurer can reduce the payment under 7:930 DCC. A short notification in advance prevents that conversation.

Temporarily unoccupied is not the same as occupied

If you live elsewhere during the work, the policy may treat this as a vacancy. Cover is then often reduced to fire, storm and lightning, and it is precisely burglary and water damage that occur more often in an open property. Ask about a building works or vacancy clause.

After completion your sum insured is no longer right

An extension, a dormer window or a luxury kitchen increases the rebuild value. If the sum insured stays as it was, you are underinsured and a claim is settled proportionally. Have the sum reassessed after completion, if necessary with a valuation under 7:960 DCC.

Can I finance my building work through Finass Verzekert?

No. We hold an AFM licence for general insurance and not for credit or mortgages. So we do not advise on a home improvement loan or an increase in the mortgage and do not act as an intermediary in them. We refer you on and do arrange the insurance around the work.

Do I need CAR insurance if the contractor has one?

Often you do. The contractor's policy covers his own work and liability, but not always your existing property, materials you buy yourself or work you carry out yourself. Ask for a copy of his policy and check who is named as an insured.

What is not covered during building work?

Design and construction faults, putting right poorly executed work, business interruption losses and fines for delay normally fall outside cover. Theft of materials without signs of forced entry is often excluded as well, as are intent and recklessness under Article 7:952 of the Dutch Civil Code.

When do I have to report a claim?

As soon as is reasonably possible, as Article 7:941 DCC requires. During building work that matters all the more, because work is often hidden behind new plaster or floors. Take photographs before building continues and only let the work go on after consulting the insurer.
