The personal liability insurance is sold in two forms: single or family. That is not an administrative choice but the description of the circle of insured persons. Under the family form, your partner and your children living at home are covered; under the single form, only you are. Anyone who leaves the old form in place after a house move or a new relationship only discovers this at the moment their partner breaks something.
The same applies more widely: home contents insurance assumes one household at one address, and a legal expenses policy has family cover alongside cover for one person. Insurers almost always tie the circle of insured persons to the address at which you are registered together. If you live together without joint registration, under many conditions your partner is not an insured person, however long the relationship has lasted.
If your situation changes, that is a change you must report. That follows from the duty of disclosure at inception (Article 7:928 of the Dutch Civil Code) and from the change-of-risk provisions in the conditions. Marrying, moving in together, a child going away to study, a divorce: these are all moments to set the policy schedules side by side. For the home itself, the buildings insurancealso applies, which is tied to ownership and not to the relationship.

Four points that make the difference between a policy that pays out and one that does not.
The form chosen determines who can rely on the cover. Under family cover, the partner, the children living at home and usually guests and domestic staff as well are insured. Under single cover, you are the only insured person. If your partner causes damage to a third party while not named on the policy, they remain personally liable under Article 6:162 of the Dutch Civil Code and your insurer pays nothing.
Conditions generally speak of persons with whom you live as a household at the same address. If your partner is still registered at their old address, they formally fall outside it. This particularly arises in the first year of living together, when both still have their own contents and liability policies. End one policy and extend the other, so that you do not pay twice and yet nobody falls outside cover.
As soon as the joint household ends, the departing partner is no longer an insured person. Whoever stays keeps the policy but must have the form adjusted; whoever leaves needs their own cover with immediate effect. Report the change in writing and note the date. If a claim arises in the period when nothing has been reported, you will be arguing afterwards about who was an insured person at that moment: with the obligation to report under Article 7:941 of the Dutch Civil Code as an added hurdle.
Children living at home are covered; many policies allow a child studying away from home to remain covered as long as they are unmarried. For your dog or cat you are liable as keeper under Article 6:179 of the Dutch Civil Code, and that risk is included in family cover. Excluded are: deliberately caused damage, damage insured persons cause to one another, damage involving a motor vehicle and anything you cause in a profession or business.

Only if you have family cover and are registered together at the same address. The conditions speak of living together as a household. If you still have a single-person policy, your partner is not an insured person and the insurer does not pay for damage they cause to someone else. Have the form adjusted as soon as you move in together, not at the annual renewal.
Under most family covers, yes. Conditions generally refer to children living away from home who are staying elsewhere to study and are unmarried. If your child starts working, moves in with a partner or runs their own household, the cover ends. Check the exact wording in your own conditions; the age limits and the description differ by insurer and are rarely identical.
From the end of the joint household, the departing partner is no longer an insured person and needs their own cover. The remaining partner keeps the policy but has the form changed to single or to a new composition. Report the date and record the change in writing, so that no period arises in which it is unclear who was insured.
No. Virtually all liability insurance excludes damage between insured persons. If your child breaks your own television, that is not a liability claim but at most a matter for the home contents insurance. The cover is intended for damage to third parties. Deliberately caused damage and damage involving a motor vehicle also fall outside this policy.
