In brief

With ordinary cancellation insurance the risk lies in illness, death and unemployment. With international travel that shifts: the trip does not go ahead because a visa is refused, because a residence permit is not granted in time, because a posting is called off or because a relative does not obtain an entry permit. Whether that is covered depends entirely on whether the ground is set out in so many words in the conditions.

The second difference lies in the policyholder. Most Dutch cancellation policies require an address in the Netherlands. If you live abroad and book a trip to the Netherlands or to your country of origin, you fall outside that description. Products for international residence do not impose that requirement and are designed for this situation.

If you are travelling to the Netherlands to visit family, also look at the insurance for visitors with a Schengen visa, because that provides the medical cover which cancellation insurance precisely does not.

Travel insurance reimburses medical expenses as a supplement to your health insurance, not as a replacement for it. Winter sports and special sports are excluded as standard and require a separate module. A negative travel advisory from the Ministry of Foreign Affairs generally excludes cover for that area; report a claim as soon as reasonably possible (7:941 DCC).

What does your premium depend on?

  • Level of the trip cost booked. The premium is calculated on the amount you do not get back from the carrier and the accommodation if you cancel.
  • Country of departure. The country where you live or travel from determines acceptance and the chance of a document-related cancellation.
  • Reason for the trip. Visiting family, study, work or a permanent move each carry a different cancellation risk.
  • Whether visa grounds are included. Cover for a refused visa or a residence permit that fails to arrive is an extension with its own rate.
  • Number of people booked. All travelling companions on the same booking count, even where the reason for cancelling lies with one of them.
  • Length of trip and booking horizon. The longer the period between booking and departure, the more can change in the meantime.

Where things go wrong in practice

Four points that make the difference between a policy that pays out and one that does not.

A refused visa is only covered if it is stated

A refused visa application is the most common reason for this group to cancel, but it is not a standard ground. Where the cover does exist, conditions apply: the application must have been submitted in time and in full, and you must be able to produce the written refusal. Anyone who applies too late, forgets documents or conceals an earlier refusal receives no payment, however reasonable the refusal may otherwise be.

A posting that does not go ahead

Secondments and transfers are regularly postponed or cancelled after flights and temporary accommodation have already been booked. Whether the costs are then insured depends on the wording: some policies name the unexpected lapse of an employment contract or posting as a ground, others limit themselves to involuntary redundancy. Ask your employer as well what the posting scheme itself reimburses; insuring the same risk twice serves no purpose here.

Your country of residence determines whether you are insurable

A regular cancellation policy requires registration in the Netherlands. If you have deregistered or live permanently elsewhere, that policy is not an option and a product for international residence is the right route. The insurer will ask about your country of residence, the reason for the trip and the expected length of stay. Those details determine both acceptance and the rate.

What is excluded

Not covered are circumstances that were already known when you booked, such as proceedings under way or an application refused earlier. That follows from the duty of disclosure under Article 7:928 of the Dutch Civil Code. Negative travel advice, an epidemic, the bankruptcy of an airline and simply changed plans do not give cover either. Report a cancellation immediately: Article 7:941 of the Dutch Civil Code attaches consequences to late notification.

This is what people ask us most.

Is a refused visa an insured reason for cancelling?

Only if the conditions expressly name that ground. Where they do, it is checked whether you submitted the application in time and in full and whether you can produce the refusal in writing. An application submitted too late, or one that failed because documents were missing, does not qualify for payment. So check this point before you book.

I do not live in the Netherlands. Can I take out this insurance?

With products for international residence you can. That is precisely what sets them apart from regular Dutch cancellation policies, which require registration in the Dutch personal records database. The insurer will ask about your country of residence and the nature of the trip. Some countries and regions are excluded, so acceptance is not a matter of course in every case.

My relative who was going to visit has been refused a visa. Who can cancel?

That depends on who took out the policy and whose name the booking is in. If the visitor is the policyholder, he can claim his own trip cost. If you paid for the tickets as host without being insured yourself, you are left empty-handed. So have the insurance taken out by the person actually making the trip.

My posting is not going ahead. Are the tickets I booked covered?

Only if the lapse of a posting or employment contract is named as a ground for cancellation in the conditions. Many policies limit themselves to involuntary redundancy and do not mention the postponement of a secondment. Also check what your employer reimburses: under many posting schemes travel and removal costs are for the employer's account, and insurance is then unnecessary.
