In brief

Schengen visitor insurance is short-term medical cover for visitors with a type C visa. When assessing the application the consulate checks whether there is a policy covering emergency care, hospital admission and repatriation, valid in all Schengen states and for the whole period of validity of the visa. Without that evidence the visa is not issued. So it is not an afterthought but a condition in advance.

What this policy expressly is not: a health insurance. It pays for unforeseen, acute care during the visit. Complaints that already existed on departure, ongoing medication and treatments your guest could just as well have had at home are excluded. In practice the sponsor in the Netherlands takes out the policy and pays for it too, because the visitor has no Dutch means of payment.

Where things go wrong in practice

Four points that make the difference between a policy that pays out and one that does not.

What the consulate wants to see

Evidence of insurance valid in all Schengen states, starting on or before the first date of entry and running to and including the last day of the visa. The evidence has to name emergency medical expenses, hospital admission, medically necessary transport and repatriation of remains. A policy that only starts on arrival does not meet the requirement, because the application is assessed well before the trip takes place.

Existing conditions are the sore point

The cover is intended for what happens unforeseen. Chronic complaints, periodic check-ups, continuing existing medication, pregnancy and childbirth are excluded. The duty of disclosure in Article 7:928 of the Dutch Civil Code rests on the policyholder, even where that is the sponsor in the Netherlands and not the visitor. If it turns out afterwards that a condition was concealed, the insurer can refuse or limit the payment under Article 7:930 DCC.

The sponsor remains liable

With the visa application the sponsor signs a declaration covering the costs of the stay, medical care and return journey of the visitor. That declaration continues to run and does not disappear because there is a policy. The insurance takes over only the medical costs that are covered. The excess, the treatments that are not covered and everything falling outside the visa period still end up with the sponsor.

Extension, transit and non-Schengen countries

If the visa is extended, the policy has to be extended to run on from it. A new policy with a later start date leaves a gap in which nothing is covered. If within the same trip your guest also travels to countries outside the Schengen area, such as the United Kingdom or Ireland, that part of the journey falls outside the Schengen cover and an extension of the area of cover is needed.

Defence & legal costs

What does your premium depend on?

  • Age of the visitor. Older visitors have a higher expected use of care and sometimes a separate rating scale or age limit.
  • Number of days of the stay. The premium is calculated per day over the term, which runs alongside the validity of the visa.
  • Type of cover chosen. Emergency care only is narrower than a version that also includes the GP, medication and emergency dental care.
  • Excess. An excess per event or per policy period lowers the premium but raises what the sponsor pays themselves.
  • Countries on the route. An extension to countries outside the Schengen area or a stopover elsewhere makes the area of cover larger.
  • Additional modules. Liability, baggage and accident cover are separate building blocks on top of the compulsory medical core.

Does the insurance have to be in place before I apply for the visa?

Yes. The consulate assesses the application including the evidence of insurance, so the policy has to be there before you submit it. The start date is on or before the first date of entry. Ask in advance how the provider deals with a refund of premium if the visa is ultimately refused. That differs from policy to policy and is not an automatic right.

Is a visit to the GP for an existing complaint paid for?

No. Visitor cover pays for unforeseen, acute care. A check-up for a condition that already existed on departure, collecting ongoing medication or a treatment that could have waited until the return home falls outside the cover. Do report existing complaints honestly when applying, because concealing them costs you the payment even where there is an acute complication.

Can I as the host family take out the policy in my own name?

Yes, the sponsor can be the policyholder and that is often more practical for payment as well. You then carry the duty of disclosure about your guest's health and the duty to report a claim in good time under Article 7:941 of the Dutch Civil Code. Make sure you get that information in full in advance from the person coming over.

Does the policy apply outside the Schengen area as well?

As standard, no. The cover is built around the Schengen states because that is the requirement for the visa application. If your guest travels on to the United Kingdom, Ireland or a country beyond, an extension of the area of cover is needed. Arrange that in advance, because adding cover en route almost never works.
