In brief

Emigrating is a legal break point. On deregistration from the population register, residence ends and with it the Health Insurance Act and the Long-Term Care Act cease to apply by operation of law, on the date of deregistration and not a day later. The accrual of state pension stops. Emigrant insurance is the international medical cover that follows on from that seamlessly, temporarily if need be, until the system of your new country takes you in.

Besides medical care, every policy tied to a Dutch home address lapses: home contents, buildings, liability and legal expenses. Contents that move with you are not automatically covered during transport; that calls for separate transit cover. Anything left behind in the Netherlands, such as a let property or a storage unit, requires its own policy on a different basis.

The difference from a posting abroad is that you have no employer behind you arranging things and no self-evident return. If you are going temporarily and under a contract, look at expat cover; the wider overview is at insurance for emigrating.

Where things go wrong in practice

Four points that make the difference between a policy that pays out and one that does not.

The date of deregistration is the pivotal day

The new cover must start on that same day, not a day later. A gap of twenty-four hours is a real gap: a complaint arising in that period counts as an existing risk with the new insurer, to which Articles 7:928 and 7:930 of the Dutch Civil Code apply. Backdating cover afterwards is almost never accepted under international medical policies, not even for an additional premium.

Medical acceptance on departure

Unlike basic health insurance, an international policy does involve acceptance. Pre-existing conditions are excluded, hedged with a waiting period or covered against a loading. The older you are and the fuller your medical history, the narrower the choice on offer. Waiting until after arrival does not improve your position: you are then older, your file is longer, and you have had no cover in the meantime.

Your Dutch policies lapse with it

Personal liability insurance (AVP) covers you in the Netherlands and during temporary stays elsewhere. After emigration the basis is missing and cover lapses, even if you carry on paying the premium. The same applies to home contents, buildings and legal expenses. Cancel them as at the date of departure. If anything is left behind in the Netherlands, it needs a separate policy, such as the insurance for a home left behind.

What an emigrant policy does not cover

Cover does not extend to the locally compulsory social insurance contributions you still have to pay in your new country, the move itself and damage to your contents in transit, or medical care in countries outside the chosen area of cover. Returning to the Netherlands for treatment is also no longer a right once you are not resident here; repatriation must be insured separately.

Defence & legal costs

What does your premium depend on?

  • Age of the insured persons. With international medical cover this is the most heavily weighted factor.
  • Country of destination. The local cost level of medical care largely determines what the cover has to absorb.
  • Household composition. Your partner and children are assessed and insured individually, not as a fixed family rate.
  • Excess. Choosing a higher annual excess reduces the premium on cover that often runs for many years.
  • Medical history. Acceptance terms, exclusion clauses or a premium loading follow from the health declaration.
  • Repatriation and dentistry. Both are usually separate modules that noticeably increase the premium if you include them.

When exactly does my basic health insurance stop?

On the day you deregister with your local authority. Residence then ends and with it the obligation to insure. Your health insurer terminates the policy as at that date. You cannot keep paying, and doing so only leads to a refund afterwards. Make sure your new cover starts on that same date, not on the first of the following month.

Can I keep my Dutch liability insurance?

No. That policy assumes a home address in the Netherlands and stays elsewhere that are temporary. After emigration that basis falls away and the insurer can refuse a claim, even though the premium has been paid. Cancel the policy as at the date of the move and arrange liability within your international package or locally.

Will I be accepted with a pre-existing condition?

Often yes, but rarely without qualification. The usual outcomes are an exclusion of the condition concerned, a waiting period, or cover against a premium loading. Declare everything you know: the duty of disclosure under Article 7:928 of the Dutch Civil Code is broad, and non-disclosure can lead to refusal of a claim under Article 7:930 DCC.

What if I return to the Netherlands later?

The obligation to insure revives as soon as you register again and live here. Between arrival and the start date of your basic health insurance there are often several days to weeks of administration, and during that period you are uninsured. That is what the bridging insuranceexists for, and you must arrange it before departure.
