In brief

On emigration it is not your risk that changes but your system. As soon as you deregister from the Personal Records Database and no longer pay payroll tax in the Netherlands, the obligation to insure under the Health Insurance Act ends. Your basic health insurance must then be cancelled, and international cover must start on exactly the same day. A day too early means being uninsured. A month too late means paying premium for nothing.

Your entire Dutch portfolio also falls apart. The personal liability insurance (AVP) is tied to a home address in the Netherlands and ends on departure. Your liability under Article 6:162 of the Dutch Civil Code moves with you to the law of your new country of residence. A car you export requires an indemnity certificate, after which the obligation under Article 2 of the Dutch Motor Insurance Liability Act (WAM) lapses in the Netherlands. If you keep the property, occupation turns into letting or vacancy, and that is a change of risk you must report.

We therefore first draw up a timeline with the date of departure as the reference point and set all start and end dates against it. Only when that list is right do we compare OOM's international cover with that of other providers. If it concerns working abroad temporarily rather than leaving for good, you belong more with working abroad.

What does your premium depend on?

  • Country of destination. The level of medical costs and the availability of treatment in your new country of residence are the main basis for the calculation.
  • Household composition. Every insured person counts separately; children and partner are assessed individually.
  • Age at inception. Your age on the start date determines the entry point and feeds through at every renewal.
  • Outcome of the medical underwriting. Outside the Health Insurance Act there is no obligation to accept. A health declaration can lead to a clause.
  • Extent of cover chosen. Medical costs alone, or a package with liability, contents and personal accident, makes a considerable difference.
  • Excess or personal contribution. The higher the amount you bear yourself, the lower the premium. This is arranged differently in each package.

Where things go wrong in practice

Four points that make the difference between a policy that pays out and one that does not.

Deregistration, the end of health insurance and the start date in order

Deregistration from the Personal Records Database is the pivotal point: after it you are no longer a resident and the obligation to insure lapses. Your health insurer will want proof of this before terminating the policy. Set the start date of the international medical cover on the day after the last day of cover, not on the day of the flight, because the two rarely coincide.

The home left behind changes its risk

If you do not sell, your house becomes a let or vacant property. Neither is automatically covered under an ordinary home and contents policy; vacancy often leaves only fire and storm cover, and water damage from freezing falls outside cover in an unheated house. Reporting it is not a courtesy but an obligation that follows from the change-of-risk provision in your conditions.

Your household effects in transit fall under neither policy

As soon as the container is sealed, your contents are no longer contents but cargo. The Dutch home contents insurance has ended by then and the new policy in the destination country only starts on arrival. Transit insurance belongs in between. Note the standard exclusions: inherent defect, inadequate packing, securities, cash, and damage only discovered on unpacking without a note on the consignment note.

Liability and your car stop at the border

The AVP covers you as a private individual with a Dutch home address. That basis falls away on emigration. Different rules apply in your new country of residence, and cover for home ownership or pets is sometimes not a given. If you export the car, apply for an indemnity certificate: as long as the registration number is in your name, the insurance obligation under Article 2 of the Dutch Motor Insurance Liability Act (WAM) remains in force and you risk a fine from the RDW (the Dutch vehicle authority).

May I keep my Dutch basic health insurance after emigrating?

No. Basic health insurance is tied to the obligation to insure, and that ends as soon as you are no longer a resident and no longer pay Dutch payroll tax. Continuing to pay gives you no entitlement to reimbursement. The health insurer terminates the policy on production of your deregistration from the Personal Records Database and refunds the premium overpaid.

What happens to my liability insurance?

It ends on departure, because the cover assumes a home address in the Netherlands. If a family member continues to live in the Netherlands, a separate policy may be needed. In your new country of residence the liability law applicable there governs, and comparable cover is not always available as standard; arrange that before you leave.

Are my contents insured during the move?

Not automatically. Between loading and unpacking there is a period in which neither your old contents policy nor the new cover applies. Transit insurance exists for that. Draw up an inventory with photographs beforehand and have any damage noted on the consignment note on delivery, otherwise a claim is almost always refused.

How far in advance should I arrange this?

Start well before the moving date, because medical acceptance takes time and can lead to questions or a medical examination. Notice periods on existing policies and the application for an indemnity certificate for your car also take more than a week. We work with a timeline in which every start and end date is aligned with the date of departure.
