Is fully comprehensive the same as all risks?

Yes. Volledig casco and allrisk are two names for the same type of cover. Insurers use them interchangeably.

Why two names

Comprehensive cover is the technical term; comprehensive cover is the name used in advertising and on comparison sites. There is no difference between them.

Both mean: third-party liability plus third-party, fire and theft plus damage caused by you.

Where the difference does lie

Not in the name but in the conditions. One comprehensive policy has a replacement value as new arrangement of three years, another of one. One pays for glass damage without an excess, another does not.

Compare on the length of the replacement value as new arrangement, the excess, whether replacement transport is included and how no-claims years is dealt with.

What comprehensive does not cover

Wear and mechanical defects. A broken gearbox or a burnt-out engine is not sudden external damage and falls outside every form of own-damage cover.

Also intent, driving under the influence and driving without a valid licence are excluded. That last point also applies to the third-party payment to the other party, which the insurer then recovers from you.

The term all-risks is misleading

There is no policy that covers everything. Exclusions apply to comprehensive too; read them before you assume you are covered for everything.
