In brief

With Honda the first question is not about value but about the vehicle category. The registration certificate shows whether you own a moped, a light motorcycle or a heavy motorcycle, and from that follows which policy goes with it and which licence you need. The wrong type of policy shows up immediately when a claim is made.

The second point is power output. Many models are supplied both restricted and unrestricted. If a restriction is removed, or the exhaust or mapping has been worked on, that is a change in risk which you must report under Article 7:928 of the Dutch Civil Code. If you do not, the insurer may rely on Article 7:930 DCC when a claim is made.

What does your premium depend on?

  • Vehicle category on the registration certificate. Moped, light motorcycle or heavy motorcycle: this determines the product and the rating group.
  • Engine capacity and declared power output. A restricted version is rated differently from the same machine without a restriction.
  • Licence and number of years of entitlement. How long you have held the category counts, quite apart from your age.
  • Year of manufacture and value arrangement. Market value or purchase price. On a machine bought second-hand that differs considerably.
  • Postcode and where the machine is kept. The theft element of the premium attaches to the address where the machine stands at night.
  • Type of cover and excess. Third-party liability, third-party, fire and theft or comprehensive, and the excess you accept with it.

Where things go wrong in practice

Four points that make the difference between a policy that pays out and one that does not.

The licence category must match the model

A1 runs to 125 cc and a restricted power output, A2 to a middleweight version, and A applies without restriction. If you ride a heavier Honda than your category allows, that is a ground for exclusion. The insurer does pay the other party, because Article 2 of the Dutch Motor Insurance Liability Act (WAM) protects the injured party, but then recovers that amount from you. Your own damage remains entirely for your own account in that case.

An A2 version that has been derestricted is a changed risk

Many models are supplied in a restricted and an unrestricted version, sometimes with the same type number. If you have the restriction removed because you now hold category A, report that in writing: the power output on the policy must match the power output of the machine. An unapproved derestriction kit or altered mapping falls under this too. Without notification an argument arises that you will lose when a claim is made.

Scooter, moped or motorcycle: the registration decides

Honda builds both mopeds and light motorcycles in the same style. What the registration certificate states under vehicle type determines the form of policy; a scooter insurance policy is something different from a motorcycle policy and has different rates, different security requirements and a different excess. If you take out the wrong product, the policy has effectively been taken out for another vehicle and argument about cover follows.

Bought used: market value and repair instead of a cash settlement

Parts for these models are widely available and that cuts both ways. The insurer may choose repair instead of a cash settlement, and on a common model it usually does. On an older machine bought second-hand, market value applies rather than the amount you paid. Ask about the purchase-value arrangement and how long it runs. On a second-hand purchase it is shorter or absent.

Which licence goes with my Honda?

That follows from the engine capacity and power output as shown on the registration certificate, not from the model name. If in doubt, compare the power output on part 1 with the limit for your category. If you ride something heavier than permitted, your own-damage cover lapses and the insurer recovers from you what has been paid to the other party.

May I have my restricted version derestricted?

Technically it can be done and with category A you are also allowed to, but it is a change you have to report. The power output on the policy should match the actual power output. If you do not report it, the insurer can point to the duty of disclosure in Article 7:928 of the Dutch Civil Code when a claim is made and limit or refuse payment.

My Honda is a registered scooter; which policy?

Look at the vehicle type on the registration certificate. If it says moped or light moped, a moped or scooter policy goes with it. If it says motorcycle, a motorcycle policy. The products differ in security requirements, excess and premium. A policy taken out for the wrong vehicle type will almost certainly lead to argument about cover when a claim is made.

What if the machine has been worked on?

A sports exhaust, different mapping, a different final sprocket or a removed restriction change the risk. Report every modification on the application or as soon as you carry it out. Damage arising while the machine is tuned up is excluded as standard, and that applies even where the modification had nothing to do with the cause of the accident.
