In brief

The premium for a new driver is not taken from a table but calculated for each situation. Three things weigh most heavily. First, the age of the regular driver: insurers work with the statistic that claims occur more often in the first years of driving and are on average more expensive. Second, the no-claims years. These stand at zero, so you start on the entry step of the no-claims ladder, with no discount. Third, the car itself: list price, weight and power determine the premium class, and heavy or fast cars weigh especially heavily for young drivers.

In addition, many insurers apply an an increased excess for drivers below a certain age, often twenty-four. That amount comes on top of the excess you choose yourself and applies per event. Some companies accept new drivers only on cars up to a certain power output. Those acceptance rules differ widely, so comparing yields more for this group than average.

What is fixed is the structure: on top of the premium you pay 21% insurance premium tax, and for every claim-free year you move one step up the no-claims ladder. Those years are registered centrally in Roy-data and go with you if you change insurer. The first years are therefore expensive, but you build something up with them — provided you put the policy in your own name and not in your parents' name.

Which cover makes sense for a first car?

The choice depends on the value of the car and on the amount you can afford to lose.

What pushes the premium up or down

Four points that make the biggest difference for a new driver.

You only build up no-claims years in your own name

It is tempting to insure the car in a parent's name, because they have already built up steps. That saves premium, but you build up nothing yourself: the years are held in Roy-data in the name of the policyholder. What is more, the regular driver has to be correct. If you drive the car daily while your parent is declared as the driver, that is a misrepresentation which after a loss can lead to a reduction in the payout or to a refusal.

Choose the form of cover on value, not on feeling

For a car worth a few thousand euros, comprehensive cover is rarely worthwhile: you pay premium for years for an amount that is limited once the excess is deducted. For a more recent car the position is different. Work it out: market value less the excess, set against the difference in premium over three years. Third-party liability + fire and theft covers theft, glass and fire without the premium of comprehensive cover.

What is not covered

New drivers come up against a few hard exclusions. Not covered are: driving under the influence — for new drivers the stricter alcohol limit of 0.2 per mille applies — in which case the insurer recovers the other party's loss from you; driving without a valid licence or while disqualified from driving; and taking part in speed or skill trials and driving on a track. Wear and mechanical failures without a collision also fall outside it, and for intent and recklessness Article 7:952 of the Dutch Civil Code.

Paying for a small loss yourself can be worthwhile

Every reported loss that the insurer pays and that cannot be recovered from someone else costs you steps on the no-claims ladder. With no or few no-claims years that counts heavily, because you start at the bottom of the ladder. After a small loss, first ask what the drop will cost. You must report as soon as you call on the policy (Article 7:941 of the Dutch Civil Code), but you may also bear the loss yourself and withdraw the report.

Why do you not quote an amount per month?

Because the premium is calculated for each application from age, no-claims years, registration number, postcode, mileage, form of cover and excess. Two eighteen-year-olds with the same car can differ considerably on the strength of where they live and their annual mileage alone. Quoting an amount without those details gives a false picture. A calculation based on the registration number takes a few minutes and does give a usable answer.

Can I be a named driver on my parents' policy?

Driving the car occasionally is usually not a problem. If you become the actual, daily user, you belong on the policy as the regular driver. If you do not do that, the duty of disclosure under Article 7:928 of the Dutch Civil Code is breached and the insurer can reduce or refuse the payout under Article 7:930 DCC. What is more, you build up no no-claims years of your own.

Is an increased excess for young drivers compulsory?

It is not a rule of law but an acceptance condition that many insurers apply, usually for drivers under the age of twenty-four and only for own-damage claims. The amount comes on top of the excess you choose yourself. Some companies offer the option of buying it off for an additional premium. Ask about this, because providers differ widely on precisely this point.

Which car makes sense as a first car?

A car with a modest list price, modest power and common, cheaply available parts. That combination lowers both the premium class and the chance of acceptance problems. Fast or heavy cars often bring a surcharge or a refusal for young drivers. Look at the vehicle tax as well, because that depends on weight and fuel.
