In this class part of the market drops out on the driver, not on the vehicle. Insurers that accept quads in this segment set requirements as to the minimum age of the regular rider and the number of years of riding experience.
On top of that, third-party liability cover never pays for your own injury. In a single-vehicle accident, which is the most common scenario on quads, you are left empty-handed without additional cover.
What you do bring with you are your no-claims years: these are often interchangeable between a quad, a motorcycle and a car, but you can only use them on one vehicle at a time.

Four points that make the difference between a policy that pays out and one that does not.
Insurers accepting risks in this segment apply a minimum age for the regular rider and look at how many years someone has held a licence. In this class a refusal more often stems from the rider details than from the vehicle itself. So state who really rides it most often; putting down a different name to get the risk accepted turns against you at the first claim.
Which licence is required follows from the vehicle category on the registration document and not from the engine capacity. If you ride without the right category, you ride without entitlement. The insurer then refuses the damage to the quad and can recover from you the payment it made to the victim. The same applies to riding under the influence and with a confiscated licence.
Third-party liability cover pays only for the damage you cause to others. If you are injured yourself in a single-vehicle accident, that cover pays nothing, not even for loss of income or permanent limitations. For that there is personal accident cover for riders or accident cover for occupants, which you take out separately. On a vehicle without a roll cage that is a real consideration and not a luxury.
Years built up on a car or motorcycle can, with many insurers, be transferred to a quad, and the other way round. You can, however, only use them on one vehicle at a time: if you use them here, they lapse on the other policy. Work out whether that turns out favourably. An at-fault claim on the quad then also costs you steps on that other vehicle.
Not every insurer accepts quad bikes in this class, certainly not with young riders.
The vehicle classification on the registration certificate determines which driving licence you need and whether a helmet is compulsory — not the engine capacity in itself. A wrong assumption means driving without the proper entitlement, and cover then lapses, including for the damage you cause to someone else.

On a vehicle without a roll cage that is a serious consideration.
With many insurers you can. The years are often interchangeable between a car, a motorcycle and a quad, but you can use them on one vehicle at a time. If you put them on the quad, they lapse on the car policy. Work out what it produces on balance before you apply for the transfer.
