Third-party liability
- Compulsory from registration onwards
- Damage to other vehicles
- Injury to third parties
Around 250 cc two worlds run into each other: the quad as a recreational vehicle with an ordinary registration and the quad as a working tool with an agricultural registration.

In this class the first question is not how much power sits underneath, but under which type of registration the quad is entered. A quad registered as a passenger vehicle and a quad entered as an agricultural or forestry vehicle follow different rules on licences, speed and rating.
That distinction feeds through into acceptance. If the quad is used on a business or a yard, the question of who rides it and in what capacity comes into it as well. A private policy is then no longer the right place.
For both versions, the insurance obligation attaches to the registration and off-road use falls outside the cover.
We compare your moped insurance across dozens of insurers, explain where the real differences lie, and arrange the switch from start to finish — without you having to chase it yourself.

This overview is general in nature and is not personal advice. What is actually covered, including exclusions, limits and the excess, is set out in the policy conditions and the insurance card (verzekeringskaart) of the insurer; you receive both before you take out cover. Taking out cover without advice? Then read what execution only means for you.
Insurers weigh these details differently. That is where your saving is.
We look at the terms as well as the premium, and stay your point of contact when there is a claim.
We are not tied to one insurer and compare on the basis of an objective analysis of several companies.
You call or email someone who knows your file. No menu options, no changing call centres.
We cancel your old policy and align the start date, so you are never a day without cover.
We report the claim and monitor how it is handled. In urgent cases you can reach us on the emergency line.
Customers rate our service on four aspects: personal service, service delivery, availability and the outcome. The reviews are collected and published by NH1816 and come from customers who have actually taken out a policy with Finass Advies B.V. or reported a claim.
Four points that make the difference between a policy that pays out and one that does not.
A quad may be entered as a motor vehicle for the road or as an agricultural or forestry vehicle. That difference determines which licence you need, what top speed applies and which insurer the quad belongs with. An agricultural version does not run on an ordinary motor vehicle rate. Look at the registration document before you apply, and state the category in the application rather than only the engine capacity.
If you let an employee or a family member working in the business ride the quad, it is no longer only a question of third-party liability cover on the vehicle. For injury to an employee, Article 7:658 of the Dutch Civil Codeapplies, and for damage they cause to third parties, Article 6:170 of the Dutch Civil Code. A private motor policy does not cover that liability. Report the business use, or you are left with a policy geared to the wrong risk.
If you carry someone on the back while the quad is not equipped for it, the vehicle does not meet the construction requirements. Third-party liability cover towards the victim remains in place under the WAM, but the insurer can then recover that payment from you and refuse the damage to the quad itself. Check on the registration document whether a second seat with footrests is permitted.
A tow bar, a spraying kit, a load box or a change from hobby use to use in the business alters the risk on which the premium is based. You report that change under the provision in your conditions. What an insurer may do in the event of an incorrect statement is set out in Article 7:930 of the Dutch Civil Code. Also declare attachments with their value, or they fall outside the payment after a theft or a loss.
Not every insurer accepts quad bikes in this class, certainly not with young riders.
The vehicle classification on the registration certificate determines which driving licence you need and whether a helmet is compulsory — not the engine capacity in itself. A wrong assumption means driving without the proper entitlement, and cover then lapses, including for the damage you cause to someone else.
This is what people ask us most.
Because a quad in this class may be entered as a motor vehicle or as an agricultural and forestry vehicle. That category determines the licence, the permitted speed and which rate applies. The engine capacity alone says nothing about it. The insurer needs the entry on the registration document.
A private policy is then not enough. If an employee rides it, employers' liability under Article 7:658 of the Dutch Civil Code and liability for subordinates under Article 6:170 DCC come into play. Those risks belong with business cover. Report the use, or your policy is geared to the wrong risk.
Only if the registration document permits a second seat and the quad has an approved pillion seat with footrests. If it does not, the vehicle does not meet the construction requirements. The victim keeps their rights under the WAM, but the insurer can recover that payment from you.
Yes. A change from private to business use alters the risk and you report it under your policy conditions. The same applies to fitting a tow bar, spraying kit or load box. If the report is not made, the insurer can rely on Article 7:930 of the Dutch Civil Code after a loss.
Every situation is different. For these situations we have a separate page.
