In brief

A home package is not a separate insurance policy but a bundling of sections with the same insurer. Each section keeps its own conditions, its own sum insured and its own excess. What you gain lies in the administration and in the fit between the sections.

The second of those is the real argument. A leak affects both the building and the contents. A break-in damages window frames and takes belongings as well. Within one package you report that once and the handler splits the loss across the sections, instead of two insurers pointing at each other over what is structure and what is contents.

There is a downside to one policy too: arrears of payment or an incorrect declaration on the application work through into all sections at once. If you are insuring a home that you let out, it does not belong in a private home package but on a policy for a let property.

What does your premium depend on?

  • Number of sections included. Insurers use sliding scales: the more sections on one policy, the higher the package discount they apply.
  • Rebuild value of the building. The buildings section is usually the heaviest item in the package and works from the rebuild value, not the market value.
  • Contents sum insured and valuables. Jewellery, audiovisual equipment and collections have a separate section limit and sometimes call for a separate declaration.
  • Composition of the household. The liability and legal expenses sections differ in premium for a single person or a family with children living at home.
  • Address and preventive measures. Burglary-resistant locks and fittings, smoke alarms and an alarm system count in both the buildings and the contents section.
  • Excess per section. You do not choose this once for the package. Each section has its own choice, which affects the premium separately.

Where things go wrong in practice

Four points that make the difference between a policy that pays out and one that does not.

The gain lies at the seams between the sections

With a burst pipe, the buildings section pays for the pipe, the ceiling and the fixed sanitary ware. The contents section pays for the floor covering, the sofa and the appliances. Separate policies with two companies produce two files and a dispute about the boundary. Just as important are the items that fall between the two: tenant's improvements, an owner's interest in a flat, and glass. When applying, have it recorded which section those items run in.

The liability section covers what the buildings policy does not

As the owner of a building, you are, under Article 6:174 of the Dutch Civil Code liable for damage caused by a defective structure: a loose roof tile that hits a parked car. Your buildings policy pays for your own roof, not for that car. That runs through the liability section, as does damage caused by your children (Article 6:169 of the Dutch Civil Code) or your dog (Article 6:179 of the Dutch Civil Code). In a package that section is included as standard.

A package does not clear away any exclusions

Each section keeps its own exclusions. Outside the cover remain, among other things, groundwater entering through the floor or cellar wall, wear and outstanding maintenance, damage caused by an inherent defect and damage to foundations, garden landscaping and paving, and glass for as long as it has not been declared. On top of that, the general grounds apply: intent and recklessness (Article 7:952 of the Dutch Civil Code) and late notification (Article 7:941 of the Dutch Civil Code). Bundling widens none of these provisions.

Judge the package section by section, not as a whole

A package discount sometimes masks a weak section: legal expenses covers differ widely in waiting period, areas of dispute and whether you may choose your own lawyer. Include only the sections you need; legal expenses cover sometimes already runs through a trade union. An incorrect or incomplete declaration on the application also affects the whole package under Article 7:928 of the Dutch Civil Code, not just the section the question related to.

Can I cancel one section and keep the rest?

Usually yes, but the package discount then drops back to the scale that goes with the lower number of sections. The remaining sections simply continue until their own contract term ends. Ask in advance what premium you end up with after the cancellation; otherwise ending a small section gains you little on balance.

With a leak: which section pays what?

Everything fixed to the fabric belongs to the buildings section: pipes, ceilings, tiling and the fitted kitchen. What you would take with you when moving falls under contents: furniture, curtains, appliances and loose floor covering. Tracing and repairing the break itself runs through the buildings section. Within one package you report this as a single claim.

I let a room in my home. Does that fit in a home package?

Only if you report it. Letting a room changes the risk, and most private home packages assume you occupy the property yourself. Report it on the application or during the term; otherwise you run into Article 7:928 of the Dutch Civil Code. If you let the whole property, see letting a house and buildings insurance.

What happens if I miss a premium payment?

That affects the whole package. Because all sections run on one policy number and one direct debit, the insurer suspends not one cover but the entire policy if arrears continue. At that moment you are without buildings, contents and liability cover all at once. With separate policies at different companies, only the unpaid policy would fall away.
