For every motor vehicle that goes on the public road, the compulsory insurance requirement of Article 2 of the Dutch Motor Insurance Liability Act (WAM)applies. Vehicles in your trade stock are not registered in anyone's name and therefore have no policy of their own. The green plate fills that gap: the liability cover attaches to the registration, and the vehicle carrying the plate at that moment falls under it. If you move the plate to another car, the cover moves with it.
What that cover does not do is protect your own stock. If you have a collision in a stock car, the other party is paid; damage to the car from your own trade stock falls under trade stock or garage insurance for car dealers. Theft, fire and hail on the premises belong there too, not with the plate.
Count per plate, not per car. Every plate you want in use at the same time is a separate insured object with its own premium and its own claims history. How the use of the plate is bound by conditions is set out under insuring a trade plate.

This overview concerns our service, not the cover. What is actually covered is set out in the policy conditions and on the insurer's insurance card (verzekeringskaart); you receive both before you take out cover.
Four points that make the difference between a policy that pays out and one that does not.
This is the difference from ordinary car insurance. No registration of a specific vehicle appears on the policy. A trade plate does. The vehicle carrying the plate at that moment is insured. If you move the plate three times a day, the cover moves with it. That also means you do not have to register or deregister any vehicle, but you do have to know exactly where each plate is.
The plate policy is essentially liability cover: it pays for damage you cause to someone else. If you dent your own stock car during a test drive, that is your loss and the plate has nothing to do with it. If you want the vehicles themselves covered, you need cover on the trade stock, with an amount that moves with the actual level and a settlement afterwards.
A plate sits on one vehicle at a time. If you want two employees to move a stock car at the same moment, you need two plates and therefore two insured objects. Businesses that underestimate this end up lending a plate around, and that is exactly the situation in which it cannot be shown afterwards which vehicle was insured. Count how many simultaneous journeys you actually make and insure that number.
If a plate is lost or stolen, report it straight away to the RDW (the Dutch vehicle authority) and to your insurer. If someone else causes damage with your plate, the injured third party is paid under Article 2 of the Dutch Motor Insurance Liability Act (WAM) in any event; the insurer then seeks recovery, and the first person in the frame is you as the holder. Store plates like documents of value and record who is given one.
Insurers weigh these details differently. That is where your saving is.

The plate. The policy shows the trade plate, not the chassis number of a car. The vehicle carrying the plate at that moment is insured for liability. That means you do not have to register and deregister stock cars individually, but you must be able to show which vehicle the plate was on when the damage occurred.
Not under the liability cover attached to the plate. That pays for what you cause to someone else. For damage to the cars in your own stock, including theft, fire and hail on the premises, you need cover on the trade stock. That usually works with a moving amount and a settlement based on the actual stock level.
As many as you use at the same time. A plate sits on one vehicle at a time, so two journeys at the same moment require two plates. Insure the actual number rather than lending one around. After a collision it must be possible to show which plate was on which vehicle, and that is the first question asked.
Report it immediately to the RDW and to your insurer, and report it to the police. If someone else causes damage with your plate, the victim is paid under Article 2 of the Dutch Motor Insurance Liability Act (WAM) in any event. The insurer then seeks recovery and looks first at you as the holder. A report already on file before the damage makes that conversation considerably shorter.
