In brief

An insurance adviser does three things: they map out your risks, they act as an intermediary when you take out cover and they manage the policy afterwards, including changes, renewals and claims. That work falls under the Dutch Financial Supervision Act: advising and acting as an intermediary is only permitted with a licence from the AFM (the Dutch financial markets authority) and with demonstrably qualified staff.

The practical difference lies in the conditions. Two policies with almost the same premium can differ considerably in sum insured, excess, exclusions and whether there is guarantee against underinsurance. You only notice that difference when you claim. An adviser sets those differences side by side, records the advice given and can be held to it.

How to assess an adviser

Two questions you can put to any firm, including us.

Licence, remuneration and the right to complain

Check whether the firm appears in the AFM licence register and ask for the service guide: it sets out which insurers are compared, how the firm is paid and which complaints body it belongs to. With general insurance the remuneration usually runs through commission included in the premium. For complex products a commission ban applies and you pay an agreed fee.

What advice cannot do

An adviser does not widen the cover. The exclusions still apply: wear and tear, deferred maintenance and inherent defect, acts of war and nuclear reactions, and damage caused by intent or recklessness under Article 7:952 of the Dutch Civil Code. The duty of disclosure under Article 7:928 of the Dutch Civil Code also remains with you: an incorrect declaration can reduce the payment or cause it to lapse. Report a loss as soon as reasonably possible, as Article 7:941 of the Dutch Civil Code requires.

Does advice cost me extra?

With ordinary general insurance the firm's remuneration is usually included as commission in the insurer's premium. You then pay no separate amount. For complex or high-impact products a commission ban applies and you agree a fee in advance. Which form applies is set out in the services document you receive before the advice.

How do I know whether a firm is authorised?

Advising on and acting as an intermediary for insurance is only permitted with a licence from the Netherlands Authority for the Financial Markets. Those licences appear in a public register that you can consult yourself by name or Chamber of Commerce number. Staff must also meet the professional competence requirements of the Dutch Financial Supervision Act and keep their qualifications up to date.

What if I have a complaint?

Submit it first in writing to the firm itself. The internal complaints procedure is set out in the services document. If you cannot resolve it, you can put the complaint within the applicable time limit to the Financial Services Complaints Institute, Kifid, or to the civil courts. That route is also open if you took out the policy without an adviser.

Do you compare on premium alone?

No. The premium is the result of choices: sum insured, form of cover and excess. So we first set the conditions side by side, in particular the exclusions, the limits for special items and whether there is a guarantee against underinsurance. Only then do we compare the price of comparable policies.
