In brief

Most Dutch policies assume two things: that you live here, and that the insured item is an ordinary house, an ordinary car or ordinary contents. As soon as one of those does not hold, an application falls outside the standard acceptance framework. That is OOM's field of work: on the one hand living, working and travelling across borders, and on the other objects that call for individual assessment. Finass acts as an intermediary in this and also compares the offerings of several insurers objectively.

The first group consists of people whose insurance position changes with their registration at the municipality: expats, emigrants, pensioners abroad, international students and foreign nationals staying here temporarily. For them there are medical expenses, liability and contents covers that are not tied to a Dutch home address. For entrepreneurs there is also a line around doing business across the border.

The second group consists of buildings, sites and objects with an unusual use: a houseboat, a tiny house, a beach hut, a grave memorial or a storage unit. These items are often not fixed to the ground, stand unattended for part of the year or have no address in the usual sense. That makes the description on the policy schedule more important than the name of the cover.

What to look out for

Four points that weigh more heavily than the premium where risks are unusual.

The description of the item is the cover

For unusual items there is no standard definition. The construction, the foundation or floating body, the mooring or standing place, the year of construction and the use are recorded individually. If reality differs from that, for example because a chalet has been extended or a boat has been moved, the cover no longer fits. Report such changes before the season starts.

Use: own use, letting or vacancy

For an insurer, letting is a different risk from your own use, and vacancy is a third again. If an item is not used for a longer period, many policies limit cover to a short list of events. If you let a holiday property, choose the business versionexpressly; otherwise the private policy does not apply.

Your insurance position depends on your registration

Deregistering at the municipality ends the obligation to hold basic health insurance and removes the basis for your Dutch liability and contents policies. Arrange the new cover with the same start date. A gap of a few weeks cannot be repaired afterwards, and it is precisely in that period that an accident is uninsured.

What falls outside the cover

Whatever the item, fixed exclusions apply: wear, rot and deferred maintenance, storm and water damage to items not built to withstand it such as free-standing outbuildings and sun blinds, and flooding from a primary flood defence. For medical expenses, pre-existing conditions and stays in areas under a negative travel advisory remain outside the cover.

What does your premium depend on?

  • Country or location of the risk: determines both the level of medical costs and the level of claims
  • Nature and construction of the item: material, year of construction and anchoring
  • Type of use: own use, letting or seasonal use
  • Sum insured or rebuild value: for unusual items often based on a valuation
  • Length of the stay or of the contract: a temporary stay weighs differently from settling permanently
  • Outcome of the acceptance process: may lead to clauses or an exclusion

Why does an ordinary insurer decline my application?

Usually not because the risk is unacceptable, but because it does not fit the automated acceptance framework. An item without an address, a living situation without Dutch registration or a form of use the system does not recognise falls out of it. An intermediary puts such an application to parties that do assess the risk manually.

What do I have to state in the application?

Everything you can appreciate is relevant to the assessment: previous claims, a refusal or cancellation by another insurer, the actual use of the item and your state of health where medical expenses cover is concerned. That follows from Article 7:928 of the Dutch Civil Code. If the declaration is incorrect, the insurer may reduce or refuse the payout under Article 7:930 DCC.

Is travel insurance enough for a long stay?

No. Travel insurance has a maximum continuous trip length and assumes you will return to your home address in the Netherlands. Anyone settling elsewhere or staying away for months falls outside that design. From that point you need cover designed for staying abroad, with its own medical acceptance.

Does my Dutch liability insurance continue to apply?

Only during a temporary stay abroad, not when living there permanently. Damage caused with a motor vehicle also remains excluded at all times. For that, the compulsory insurance under Article 2 of the Dutch Motor Insurance Liability Act (WAM) or its equivalent in the country of registration applies. At personal liability you can read how that is arranged outside the Netherlands.
