In brief

The most important change from 1 January 2025 concerns the business van: the bpm exemption for that group has ended. New vans registered from that moment therefore have a higher purchase price than before. For the levy itself we refer you to the Belastingdienst; we look at what this does to your the insured value does.

That connection is direct. On new vehicles, own-damage cover often works with a a replacement-value-as-new or purchase-value arrangement during the first period, and with market value after that. If the purchase price of a vehicle category changes, so does the amount that comes into play in a total loss or theft. If you drive a van bought under the old regime, the replacement value may by now be higher than the amount your policy works with.

Also pay attention to the use of the van. A commercial registration bought for the business but in practice driven mainly privately, or the other way round, differs from what is stated on the application. That affects both the tax treatment and the cover. See also business car insurance.

Two checks that stop a tax change costing you money after a claim.

Check whether the sum insured is still right

If purchase prices for a vehicle category rise, so does the amount you need to buy an equivalent vehicle back. A policy working with an out-of-date value pays too little in a total loss. For a vehicle with unusual bodywork, fitting-out or signwriting, a valuation report is worthwhile: under Article 7:960 of the Dutch Civil Code the value is thereby fixed for an agreed period and the insurer cannot rely on a lower value within that period.

Insurance does not cover tax consequences

An important misunderstanding: car insurance pays for damage to or with the vehicle, not for the consequences of changed legislation. Not covered are a fall in value through policy or tax changes, additional assessments and fines, and mechanical defects, wear and maintenance costs. Damage through intent or recklessness also remains excluded under Article 7:952 of the Dutch Civil Code. If you change the use of the van, report it; the duty of disclosure in Article 7:928 of the Dutch Civil Code also applies to changes in risk after the policy is taken out.

What does your premium depend on?

Does my premium change because of the bpm change?

Not directly. Bpm is a purchase tax and is separate from the premium calculation. Indirectly something can change: a higher purchase value means a higher sum insured and therefore usually a higher own-damage premium. Rising replacement and repair costs also work through into rates in time. Have the sum insured checked when you buy a new vehicle.

Do I have to tell my insurer anything?

Only changes to the vehicle or the use. If you buy another vehicle, the registration number changes, the van goes from business to private use or a permanent second driver is added, you report that. A changed tax regime in itself does not have to be reported. It is, though, a good moment to review the sum insured and the type of cover.

What does this mean for a van on a commercial registration?

In tax terms a changed regime can increase the purchase cost. In insurance terms nothing changes about the obligation: third-party liability cover is compulsory under Article 2 of the Dutch Motor Insurance Liability Act (WAM) as soon as the registration is in your name. What remains important is that the use declared matches practice. If the van is driven mainly privately while it is insured for business, that can lead to argument after a claim.

Can the fall in value of my car be insured?

No. No car insurance covers economic loss of value through market movements, policy or tax changes. What an own-damage policy can do is secure the value after damage or theft more effectively, for instance through a replacement value as new or purchase value arrangement in the first years, or through a valuation report on an unusual vehicle. That is a question of cover, not of tax.
