Road tax is the everyday term for vehicle tax: a levy by the Dutch tax authorities under the Vehicle Tax Act 1994. You pay for as long as a registration is in your name, even if the car is not used. The rate depends on the unladen weight, the type of fuel and the provincial surcharge of the province where you live.
We do not quote an amount on this page, because it differs by vehicle and by province and is adjusted each year. The tax authorities have a calculation tool with which you can work out the rate for your registration number. Note the difference from your insurance: the tax is not cover. The third-party liability insurance you are required to have follows from Article 2 of the Dutch Motor Insurance Liability Act (WAM).

The tax and the insurance run alongside each other, each with its own rules.
Vehicle tax gives you no cover at all. If a registration is in your name, a Third-party liability insurance must also be in force; that follows from Article 2 of the Dutch Motor Insurance Liability Act (WAM). The RDW compares both registers and imposes a penalty for an uninsured vehicle, even if you do not drive it. If you want to pay neither, then suspension of the registration of the registration is the way to do it.
Even comprehensive motor insurance has firm exclusions. Usually not covered are wear and mechanical defects, damage during speed trials or use on a circuit, and damage while the driver is under the influence or does not hold a valid licence. In addition, damage caused by intent or recklessness excluded under Article 7:952 of the Dutch Civil Code.

Provinces may levy a surcharge on vehicle tax, the provincial surcharge. Each province sets that percentage itself, within a statutory maximum. As a result you pay more for the same car in one province than in another. What matters is the address at which the registration is held, not where you use the car.
Yes. The levy attaches to the registration being in your name, not to use. The same applies to compulsory third-party liability insurance. If you want to stop that without selling the car, you can have the registration suspended with the RDW; while it is suspended both obligations lapse, but the car may not stand on the road.
No. They are two separate obligations with their own payments. The tax goes to the tax authorities and gives no cover. The third-party liability premium goes to your insurer and covers damage you cause to others with the vehicle. Damage to your own car is only covered under third-party, fire and theft or comprehensive cover.
