Most insurers do not treat funboarding as an extreme sport. As long as you sail recreationally, injury and medical costs are normally included under travel and personal accident cover. The risk here lies not in height or depth but in speed on busy water: collisions with swimmers, other boards or a boat, and a mast or fin that comes with you in a fall.
It does go wrong on three points. Insurers exclude speed competitions and training for them, luggage cover excludes sports equipment while in use, and liability insurance carries an exclusion for damage caused with craft, under which some insurers also class a sailboard.

Two points that determine whether your policy pays after an accident on the water.
Travel and personal accident policies exclude four categories as standard: mountain sports off the beaten track, air sports, deep diving and speed contests. Funboarding mainly touches on the last of these. A local slalom or speed run with timing counts too, however informal the organisation.
Baggage cover excludes sports equipment while in use: a broken mast or a torn sail on the water is not luggage damage. If you hire equipment, the care, custody and control exclusionapplies on your liability insurance. Report damage straight away, as Article 7:941 of the Dutch Civil Code requires.

Usually not. With most insurers, recreational windsurfing sits in the normal risk class, unlike mountain sports or deep diving. If you take part in competitions or sail in the waves at an ocean spot, check the exclusions in your conditions.
That depends on the definition in the policy. Many liability policies exclude damage caused with watercraft and class a sailboard as such. Others make an exception for small, unpowered craft. Ask about this before you travel.
As luggage, often yes; while sailing, no. Breakage or loss on the water falls under the exclusion for sports equipment in use. Theft from a car is usually covered only in part, and only if the board was stowed out of sight.
Call your insurer's emergency assistance centre before you incur costs. They arrange the guarantee of payment for treatment and transport. The costs of a rescue operation on open water are not covered everywhere; have this confirmed in writing in advance.
