Every motor vehicle on the public road must be insured against liability. That follows from Article 2 of the Dutch Motor Insurance Liability Act (WAM) and applies equally to a trailer, a van or a vehicle that stands on the premises for months. Anyone who fails to do so faces a register check and recovery by the Waarborgfonds Motorverkeer if damage occurs. The obligation only ends when the registration is suspended, and then the vehicle really may not stand on the road.
On top of that obligation, your declared use determines the cover. Commuting, ordinary business use, courier and delivery services, driving lessons, hire and carrying passengers for payment are separate categories with their own rate and their own acceptance. A van declared as a service vehicle but delivering parcels every day differs from the declaration. That is a ground for refusal when you claim, even if the journey had nothing to do with deliveries.
The third variable is the circle of drivers. In a fleet where keys are passed around, it is not one regular driver that counts but the whole group allowed to drive, including their age and driving experience. Declare that group correctly. An incorrect declaration at inception engages Article 7:928 of the Dutch Civil Code.

Four points that make the difference between a policy that pays out and one that does not.
Own-damage cover insures the vehicle, not what is in it. If your van is broken into and the complete tool kit disappears, the motor policy pays for the damage to the door and nothing else. For the contents you need a separate business contents or tools cover, often with requirements for overnight storage, for leaving the van empty and for a sound lock. Also declare permanently fitted equipment and livery.
The compulsory liability cover pays victims, but not the driver for his own injury. If your employee crashes in a single-vehicle accident, without additional cover there is nothing. An occupants' indemnity policy or WEGAS cover fills that gap, and it is not an optional extra: the duty of care for taking part in traffic for work follows from Article 7:611 of the Dutch Civil Code and therefore rests with you as the employer.
A trailer has its own position: when coupled, liability normally runs with the towing vehicle; uncoupled and standing on its own it does not. A loader crane, an aerial platform body or a refrigeration unit is also a machine with which damage can arise outside traffic. Declare that body, because damage caused while working with the equipment falls into a different category from damage while driving.
Much damage arises not on the road but during manoeuvres on a building site, at a loading bay or on a customer's premises: a shopfront struck, a fence driven over, a forklift damaged. That damage falls between the motor policy and the liability policy, because the latter excludes motor vehicles. Discuss this expressly and have it recorded which policy covers loading and unloading, otherwise both insurers will point at each other.
Insurers weigh these details differently. That is where your saving is.

Yes. Article 2 of the WAM requires liability insurance for every motor vehicle, including one standing on your own premises or not driven for months. Only suspension of the registration removes that obligation, and then the vehicle may not stand on the public road. For an uninsured vehicle a register fine follows and the Waarborgfonds Motorverkeer recovers from you the amounts it has paid out.
The insurer may then refuse cover, even where the journey during which the damage occurred had nothing to do with that different use. Delivery, hire and paid passenger transport are separate risk classes with their own rate. If your business changes, report it at once; an incorrect declaration when the insurance is taken out engages Article 7:928 of the Dutch Civil Code.
Not on the motor policy. That insures the vehicle itself, so after a break-in the damage to the door or the lock is paid for and the missing contents are not. For tools, materials and loose equipment separate cover is needed, usually with conditions about overnight storage and about leaving the van empty outside working hours.
Not under the compulsory liability cover. That pays victims and not the driver himself. Without another party his injury goes uncompensated, while Article 7:611 of the Dutch Civil Code imposes on you as the employer a duty of care for taking part in traffic during work. An occupants' indemnity policy or WEGAS cover fills that gap and prevents you having to bear that loss yourself.
