In brief

Home contents insurance (inboedelverzekering) is designed for an average household. That is why the conditions contain a payment limit for jewellery and watches, with separate sub-limits for art, collections and equipment. Above those amounts you receive nothing extra. Cover also applies in principle only inside the home and only for named causes such as fire, storm and burglary with signs of forced entry.

Anyone with luxury possessions insures them on a valuables insurance. Items are named on it, each with its own sum insured derived from a a valuation report or a recent purchase invoice. The cover is normally all risks and applies inside the home, outside it and abroad: not only theft and fire, but also dropping, knocking and breakage through your own clumsiness.

That wider cover comes with conditions. Insurers set requirements on safekeeping and security: an anchored safe, an alarm system, or a prohibition on leaving valuables in a car. Those clauses decide whether a claim is paid. Read them before you take out the policy, therefore, together with the exclusions; see also where the home contents policy stops.

Four points that determine the cover

Where a claim comes unstuck is almost always the limit, the value or the clauses.

The limit applies per event

On a home contents policy, jewellery and watches count together under a single maximum. If a single burglary takes the whole jewellery box, you receive that amount once, whatever was actually in it. Separate sub-limits apply to art, collections and equipment. Add up what you have in the house and compare that with your conditions. Only items named on a valuables insurance policy fall outside those limits.

A valuation fixes what you get back

Above a certain value, insurers ask for a valuation report from a a recognised valuer or a certified jeweller. A valuation that meets Article 7:960 of the Dutch Civil Code binds the parties for an agreed period: within that period the insurer cannot argue that the item was worth less. Once the report expires, the market value is established when you claim. With gold, gemstones and sought-after watches the market value also moves quickly, so that an old report no longer reflects reality either.

What even comprehensive cover does not pay for

Usually excluded are wear, scratches and discolouration through normal use, damage that arises during repair, cleaning or treatment to a third party, and the the diminution in value that after a successful repair remains. Also inherent defect and material faults fall outside it. That is a guarantee matter. Under some policies, disappearance without an identifiable cause excluded, and theft from a motor vehicle is almost always excluded or covered only where there are signs of forced entry to a locked boot. Intent and recklessness are excluded under Article 7:952 of the Dutch Civil Code.

Clauses and notifications determine the rest

The policy sets out concrete requirements: storage in an anchored safe when not being worn, a working alarm system, or restrictions during long absences. If you do not meet a clause, cover lapses for that event. If your situation changes, for example through a move, building work or a second home where items are kept, the duty of disclosure under Article 7:928 of the Dutch Civil Code; a breach can reduce the payout or cause it to lapse (Article 7:930 of the Dutch Civil Code). You report a claim as soon as reasonably possible (Article 7:941 of the Dutch Civil Code).

When does home contents insurance fall short?

As soon as your jewellery and watches together exceed the limit in the conditions, or as soon as you wear them outside the home. Home contents cover works within the home and for named causes such as fire and burglary. Dropping, breakage and loss are not insured under it. A single expensive item usually exceeds the limit on its own.

Does every item have to be listed separately?

Not necessarily. Key pieces are listed by name with their own sum insured and valuation. Smaller pieces can go together in a collective item, with a maximum per individual object. That form is simpler to manage, but with an expensive piece you run into that sub-limit. Have it assessed item by item which form fits.

Does the cover also apply abroad?

On a valuables insurance policy usually yes, within the agreed territorial scope. Note restrictions during long stays outside the Netherlands, the exclusion for theft from a car and the requirement to carry valuables in hand luggage. In the event of theft, always report it to the local police and keep the report for your claim.

What happens if an item goes missing?

Disappearance without an identifiable cause is covered by some policies and excluded by others. Some insurers require a demonstrable event, such as forced entry or robbery. This is one of the most important differences between providers, and with small, portable items it is a common cause of loss. Check this before you sign.

What proof of ownership do I need?

Purchase invoices, certificates, valuation reports and photographs of each item with serial numbers and distinguishing features. Keep that file somewhere other than with the items themselves, for example digitally or with your adviser. After a fire or theft this is often the only proof of ownership and value; without that file, settling the claim becomes a long argument.
