A speed pedelec gives pedal assistance up to 45 km/h and therefore counts as a moped. It needs a blue registration plate and compulsory third-party liability insurance. The two are linked.
You need an AM driving licence or a category B licence, and you must be at least sixteen. The helmet requirement applies, with a speed pedelec helmet to NTA 8776 or an approved moped helmet. An ordinary cycle helmet is not enough.
The battery represents a large part of the value and can be removed. Check whether theft of the battery on its own is included.

Four points that make the difference between a policy that pays out and one that does not.
For a speed pedelec, a helmet is compulsory: a helmet to NTA 8776 or an approved moped helmet. An ordinary cycle helmet does not count. If you wear one anyway and the injury is partly caused by that, payment under personal accident cover may be lost.
On a speed pedelec the battery pack often represents a third of the value and can be removed. Check whether theft of the battery on its own is covered and whether any requirements apply to charging and storage. Loss of capacity through ageing is not insured anywhere. The manufacturer's warranty applies to that.
Within built-up areas you generally ride a speed pedelec on the carriageway, and outside built-up areas on the cycle path where this is signed. That is a different traffic picture from an e-bike and it explains why insurers assess the risk differently.
Insurers require an ART-approved lock, at this value often a higher category. Keep both keys and record the frame number and the key code. If a key is missing after a theft, payment is almost always a problem.
