A company bicycle falls outside most business policies: business contents insurance (inventarisverzekering) usually does not cover it away from the premises, and the AVB only covers liability. Separate bicycle cover is needed for that.

An ordinary bicycle and an e-bike with pedal assistance up to 25 kilometres per hour are not a motor vehicle. There is therefore no insurance requirement under Article 2 of the Dutch Motor Insurance Liability Act (WAM) and no registration number is needed. A speed pedelec is different: it falls into the moped category, must be registered, has a helmet requirement and must have compulsory third-party liability insurance. Do not put such a machine on an ordinary bicycle policy.
For company bicycles the risk is mainly theft and damage. Business contents or stock insurance covers property on the premises, not a bicycle standing at a customer's or at the station. Bicycle insurance fills that gap and usually covers theft after the lock has been forced, damage from a collision or vandalism and sometimes roadside assistance. On e-bikes the battery is a separate item that you have to check separately.
Liability follows a different line. If an employee hits a pedestrian, that is judged under Article 6:162 of the Dutch Civil Code; if it happened in the course of the work, the public and employers' liability insurance comes into play. For injury to the employee themselves, the duty of care under Article 7:658 of the Dutch Civil Code and good employment practice (Article 7:611 of the Dutch Civil Code) applies, from which case law derives a requirement to have proper insurance for taking part in traffic during working hours.

An ordinary bicycle and an electric bicycle up to 25 km/h are not motor vehicles: there is no third-party liability requirement, and damage you cause to others with one falls under your personal liability insurance (AVP). A speed pedelec is a motor vehicle and does need its own third-party liability insurance (Article 2 WAM). Almost every policy requires an approved lock and that you keep both keys.
What is actually covered, including exclusions, limits and the excess, is set out in the policy conditions and the insurance card (verzekeringskaart) that you receive before you take out cover.

Four points on which a company bicycle differs from a bicycle at someone's home.
Pedal assistance up to 45 kilometres per hour means the machine falls into the moped category. It needs a registration number, an approved helmet, a driving licence in the right category and compulsory third-party liability insurance under Article 2 of the Dutch Motor Insurance Liability Act (WAM). If you nevertheless put such a machine on an ordinary bicycle policy, there is in fact no valid third-party cover and the rider also risks a fine. Check with every purchase which category the model falls into.
Theft cover is almost always conditional. An approved lock an ART-approved lock must have been used in the category prescribed by the insurer, and when you claim you must be able to produce both keys and the purchase invoice. Record the frame number, the chip number and which employee uses it for each bicycle. Without those records a claim gets stuck, even when the theft is undisputed.
The following, among others, are outside the cover: theft without the prescribed ART lock or without signs of forced entry; wear, paintwork damage, punctures and loss of battery capacity; a tuned e-bike on which the limiter has been altered, because it is then legally a moped; and delivery work or hiring out that has not been declared. Damage caused by intent or recklessness is also excluded (Article 7:952 of the Dutch Civil Code).
Record in writing who uses the bicycle, whether private use is allowed, where it is kept at night and who bears the excess in the event of negligence. That prevents argument after a claim and helps with the question of whether there was insufficient care. When taking out the insurance, the duty of disclosure under Article 7:928 of the Dutch Civil Codeapplies: state the actual use and the storage situation honestly, because a risk that is not declared can cost you the payment (Article 7:930 of the Dutch Civil Code).

For the other bicycles, insuring is a trade-off between the replacement value and the theft risk at your locations.
Usually only while they are on the business premises, and often with a low sub-limit. As soon as the bicycle leaves the door, that cover stops. Bicycles are stolen precisely while out on the road and at customers' premises. So check whether your business contents policy mentions bicycles and up to what maximum, and take out separate bicycle cover for use away from the premises.
If the whole bicycle is stolen, usually yes. Theft of the battery on its own is often only covered if it was locked in the frame. Loss of capacity, ageing and a fault without an accident fall under warranty or wear and not under the insurance. Ask what limit applies to the battery and the display and whether replacement is on a replacement value as new or market value basis.
Only if that use has been declared and accepted. Delivery work means many more kilometres, more heavily laden bicycles and frequent stops in the street, which increases the chance of damage and theft. Undeclared delivery work leads to a claim being declined because of an undisclosed increase in risk. The same applies to hiring out or lending bicycles to third parties.
If that happens in the course of the work, the employer is in principle liable for the victim's loss. That runs through public and employers' liability insurance (AVB) and Article 6:162 of the Dutch Civil Code. If the employee themselves is injured, the duty of care under Article 7:658 DCC and the standard of good employer conduct come into play. Bicycle insurance does not cover that liability. It only pays for damage to the bicycle.
