Snorkel skiing is not a recognised name for a sport. The term is used both for skiing in very deep powder and for trips on which you both ski and snorkel. An insurer assesses each of these separately.

The term snorkel skiing appears in no set of policy conditions. It is used in two ways: for skiing in powder so deep that the snow comes up over your face, and for a combined trip on which winter sports and snorkelling coincide. An insurer assesses not the name, but each activity separately.
For the skiing part the question is whether you ski off the marked piste; that falls under the exclusion for mountain sports. For the water part, snorkelling at the surface is generally covered, but diving below a depth named in the conditions and diving without a valid licence are almost always excluded.

Two points that make the difference with a combined activity.
The standard exclusions are off-piste mountain sports, air sports, diving below a stated depth and speed contests. With snorkel skiing you touch two of them: the skiing part through the mountain sports provision and the water part through the diving provision. Have both confirmed separately, not as one activity.
On the application, describe factually what you do. The duty of disclosure of Article 7:928 of the Dutch Civil Code calls for complete answers, and if it is breached the insurer can limit the payment (Article 7:930 of the Dutch Civil Code). Diving without a licence or skiing in closed terrain can also count as reckless (Article 7:952 of the Dutch Civil Code).

Not as a separate category. Insurers assess the components: skiing on or off the piste, and snorkelling or diving. Declare both separately and ask for confirmation for each part.
At the surface generally yes, provided you observe local warnings. As soon as you dive with compressed air, virtually every policy requires a valid licence and applies a maximum depth.
Everything outside the marked, open descents. That is unpatrolled terrain and falls under the exclusion for mountain sports, including the search and rescue costs after an avalanche.
Usually not two policies, but two modules on one travel policy: winter sports cover and diving or adventure cover. Check that both apply for the same travel period.
