In skijoring you are pulled along on skis by a horse, a dog team or a motor vehicle. Different rules apply to each variant, and that difference determines your cover.

Skijoring comes in three forms and insurers do not treat them alike. Behind a dog team on a course it is close to cross-country skiing. Behind a horse liability for animals is added. Behind a motorcycle or snowmobile you move into the world of motor vehicles, and for liability insurance that is a world of its own.
In all three forms you depend on a pulling force you do not fully control, on a surface without a crash barrier. That is why policies often place skijoring among the high-risk sports and why competitions fall outside cover as standard.
Establish first which pulling force you use; only then which policy responds.
The keeper of the animal carries liability of their own.
Damage caused with a motor vehicle falls outside ordinary AVP cover.
Organised skijoring races fall under the competition exclusion.

What is actually covered is set out in the policy conditions and the insurance card (verzekeringskaart) that you receive in advance.
Two points that decide, for each variant, who bears the loss.
Under Article 6:179 of the Dutch Civil Code the keeper of an animal is liable for damage caused by the animal’s own energy, even without fault. If the horse bolts and hits a spectator, the question arises who was the keeper or commercial user at that moment. Record that with the owner or the stables before the ride.
Motor vehicles are subject to the insurance obligation under Article 2 of the Dutch Motor Insurance Liability Act (WAM), and ordinary liability insurance normally excludes damage caused with motor vehicles. The standard exclusions also remain in place: off-piste mountain sports, air sports, diving below a stated depth and speed contests.

Only the variant behind dogs sometimes appears in the conditions. Behind a horse or motor vehicle, most insurers treat it as a high-risk sport and notification in advance is essential.
The keeper of the animal is liable under Article 6:179 of the Dutch Civil Code. If you hire the horse from a stables, that business may be the commercial user. Record in writing beforehand who bears what.
Rarely without an extension. Liability policies exclude damage caused with motor vehicles, and the driver of the snowmobile needs their own WAM cover. Ask the organiser in advance what cover is in place.
You may take part, but entry in speed competitions and training for them is excluded on almost every travel and personal accident policy. Ask the organiser about collective cover.
