The line between the two
What permanently fixed is structure: walls, roof, installations, a fitted kitchen, a glued floor.
What stands loose is contents: furniture, appliances, clothing, a free-standing fridge, a click-together floor.
The rule of thumb: would you take it with you when you move? Then it is contents.
Why you often need both
With a a leak from above damages both the ceiling and your furniture. With fire the same applies.
That means two claims if you are with different insurers. With the same company it runs in one file.
What a home package adds
A home package bundles buildings, contents, liability and often legal expenses insurance in one policy on one review.
The advantage is not mainly the discount but the connection: gaps between policies (tenant's interest, owner's interest, glass) then do not arise.
As a tenant
You then do not need buildings insurance, but you do need home contents insurance with the tenant's improvements section for what you had installed yourself.
