A Biro is bought to park where nothing else fits and to charge indoors. On versions with a removable battery pack you take the battery out of the vehicle and charge it in the house, in a storage room or at the office. That moves a considerable part of the value outside the vehicle, and with it the question of which policy stands behind it at that moment.
The second peculiarity is where the vehicle is driven. Holiday parks, campsites, harbours, business sites and care locations are typical areas of use. The insurance obligation under Article 2 of the Dutch Motor Insurance Liability Act (WAM) reaches further than the public road: sites that are in fact open to the public come under it too. A vehicle that only drives around a park therefore still needs third-party liability cover.
If the vehicle is handed to guests or staff, that is hiring out or shared use and not private use. For delivery journeys, a separate risk classapplies. How electric driving works out on the policy generally is set out at the electric light quadricycle (brommobiel).

Four points that make the difference between a policy that pays out and one that does not.
As soon as you take the battery out, it is no longer part of the vehicle standing in the street. If the pack is stolen from your storage room, that is more a home contents matter than an own-damage claim, and each policy may point to the other. Establish in advance whether the pack remains covered by the vehicle policy while it is out, and whether a separate limit or condition applies to it.
A battery pack charged indoors often stands in a storage room, a shed or a hallway. Insurers set conditions for that: charging with the original charger, not by way of a coiled extension reel and not in an escape route. If a fire breaks out and it turns out that charging was done otherwise, that affects both the vehicle cover and the buildings insurance (opstalverzekering) and home contents insurance (inboedelverzekering) of the property where the pack was standing.
If you hand the vehicle to park guests, to residents or to staff, someone is driving whom you do not know and whom you have not checked for an AM licence. Standard policies exclude hiring out. For this use you need a policy with a hire or shared-use clause, with arrangements on recording the driver, the excess you pass on and the age limit you apply.
Outside the cover are: loss of battery capacity through ageing, because that is wear and not a sudden event; damage from charging with a non-original charger or a faulty installation; hiring out or shared use that has not been declared; theft of items left loose in the vehicle; driving without an AM licence; and damage through intent or wilful recklessness, for which Article 7:952 of the Dutch Civil Code applies.

That is not settled automatically. While the pack is in the vehicle, it belongs to the own-damage cover. If it is lying on the charger in your storage room, an insurer may take the position that it is no longer a vehicle component. Ask for a written answer on this in advance and check whether your home contents insurance picks the pack up in that case.
No. A battery that gives less range after some years is worn out, not damaged property. Insurance covers sudden and unforeseen events, such as fire, theft or a collision. For gradual loss of capacity you are left with the manufacturer's warranty from the supplier. Do ask whether the battery is settled at replacement value as new or at market value after a loss.
Not on a standard policy; hiring out is excluded there. You need insurance that expressly allows hire or shared use. Also record internally that you check and log the AM licence of every user. If a guest drives without an AM licence, there is no authorised driver and your own damage goes unpaid.
Almost always, yes. The insurance obligation under Article 2 of the Dutch Motor Insurance Liability Act (WAM) extends to sites that are in fact open to the public, such as a campsite, a car park or a harbour area. The obligation also continues for as long as the registration is in your name. Only with a suspended registration and use on wholly closed land is the position different.
