In brief

Education differs from almost every other sector in that the replacement must meet statutory competence requirements. A maths teacher who is off work cannot be replaced by a caretaker or an agency worker. Where staff are scarce, absence means cancelled lessons, and cancelled lessons affect your teaching hours and your accountability.

For the insurance that means two things. First, the policy covers the wages you continue to pay the sick employee and not the stand-in, while you do have to pay that stand-in. Second, whether a private policy makes sense depends on your sector and on whether you belong to a sector-wide replacement scheme.

The causes of absence themselves are mostly workload-related, with voice strain and incidents in the classroom as a recurring second category.

What does your premium depend on?

  • Wage bill of teaching and support staff. You declare both groups separately. The risk profile differs per category of role.
  • Membership of a sector replacement scheme. What is already covered elsewhere does not need to be insured again and limits the part to be insured.
  • Absence history per location. With several schools under one board, insurers often assess the figures per site.
  • Age structure of the teaching staff. An older staff body has fewer reports but longer recovery times per case.
  • Waiting period chosen. Determines how many sick days per teacher you bear yourself before the payment starts.
  • Percentage of cover and collective agreement top-up. Education collective labour agreements include top-ups above the statutory minimum; insure the full definition of wages.

Where things go wrong in practice

Four points that make the difference between a policy that pays out and one that does not.

Qualification requirements make replacement scarce

When a teacher falls ill you are not simply looking for an extra pair of hands, but for someone qualified or appointable for that subject and that year group. In shortage subjects there often is no one, so you merge classes or cancel lessons. The sickness absence insurance changes nothing about that: it covers wages, not a timetabling problem. So build up your own pool of stand-ins or join a regional replacement pool.

Membership of a sector replacement scheme

School boards in primary education may belong to a sector-wide replacement scheme or may instead bear their own risk for replacement costs. That choice determines whether a private sickness absence insurance is a useful addition or largely duplication. Have it established first what part of your wage and replacement risk is already covered elsewhere before you apply for a policy; otherwise you pay a premium for a risk you do not run.

Reintegration runs through teaching duties, not through hours

Building up in education does not simply mean working more hours, but redistributing tasks: fewer teaching hours, but marking or mentoring. That has to be recorded in the plan of action, because the UWV assesses whether you have followed the Wet verbetering poortwachter (the Dutch Gatekeeper Improvement Act). Adapted teaching duties agreed only verbally do not count in that assessment and can lead to a wage sanction.

What falls outside the cover

Not covered are: the costs of a stand-in or a replacement pool, absence already running on the start date, and staff who work through payrolling or an employment agency and are therefore not on your payroll. Absence without medical limitations, for instance after a conflict about the division of duties, gives no entitlement to a payment. Damage to property after an incident with a pupil does not fall under this policy either.

Does the policy cover the costs of a stand-in?

No. The insurance covers the wages of the sick teacher, not the stand-in you hire to keep the lessons running. Where shortage subjects are concerned, those hiring costs are in fact higher than the regular salary. Budget that item separately in your staffing plan and ask whether an additional replacement allowance is available.

Do I need a private sickness absence insurance if I belong to a replacement scheme?

That depends on what that scheme covers exactly. If your replacement risk is already arranged collectively, a private policy may insure the same risk twice. First have it mapped out what part of the wage and replacement risk remains with you and insure only that part. That prevents overlapping cover and a double premium.

Is absence after an incident with a pupil covered?

The wages you continue to pay are simply covered, because the cause of the incapacity for work is irrelevant. What is not included is damage to property, the cost of security or compensation to the employee. For injury for which you are liable as an employer, Article 7:658 of the Dutch Civil Code applies and therefore your liability insurance.

What does reintegration look like in education?

Usually through adapting teaching duties: fewer hours in front of the class, but mentoring, marking or support work. Record those arrangements in writing in the plan of action and evaluate them at the prescribed moments. After two years the UWV assesses whether you have done enough; missing records lead to an extension of your obligation to continue paying wages.
