Insuring your MP3 three-wheel scooter

An MP3 is a scooter on three wheels and therefore a motor vehicle. The category on the registration document determines which licence you need and which policy the vehicle belongs on.

In brief

The MP3 is a three-wheeled scooter: two wheels at the front with a tilting mechanism, one driven wheel at the rear. In law it is a motor vehicle, so the insurance obligation of Article 2 of the Dutch Motor Insurance Liability Act (WAM) applies as soon as the vehicle has a registration and that registration is not suspended. Third-party liability cover pays only for the damage you cause to someone else; damage to the scooter itself comes under own-damage cover.

The distinction that matters on this vehicle is the registration category. Depending on the version, an MP3 is registered as a three-wheeled moped or as a three-wheeled motor vehicle. That registration determines the top speed, the form of insurance, the rate and which licence category you need. So copy the details from part I of the registration document exactly when you apply; a policy taken out on the wrong category will not stand up after a loss.

In practical terms the MP3 differs from an ordinary scooter on two points. The vehicle is heavier and more expensive, which makes own-damage cover worthwhile sooner, and the tilting mechanism with its double front axle makes repair after a collision more laborious than on a two-wheeler. Theft is a real risk: insurers therefore set requirements for the lock and sometimes for a tracking system.

Which cover suits an MP3?

Three levels of cover, with the situations that arise most often on three-wheeled scooters set out beneath them.

Compulsory

Third-party liability

The legally required cover for damage you cause to others.

  • Damage to other vehicles and injury
  • Compulsory under Article 2 of the Dutch Motor Insurance Liability Act (WAM)
  • Injury to your passenger as well
  • No cover for the MP3 itself
Intermediate option

Third-party liability + fire and theft

In addition to third-party liability, a fixed list of events beyond your control.

  • Theft under the security conditions
  • Fire, lightning strike and storm
  • Glass damage and damage caused by animals
  • Your own fault remains at your own expense
Widest cover

Comprehensive

Also damage to your own scooter through your own doing or with no other party involved.

  • Tipping over, a fall and a single-vehicle collision
  • Damage with no known other party
  • Usually with a depreciation scheme
  • You can choose your own excess

What matters on an MP3

Four points that determine whether the policy actually fits when you claim.

Moped or motor vehicle: the registration decides

Depending on the version, the MP3 is registered as a three-wheeled moped or as three-wheeled motor vehicle . That difference determines the permitted top speed, the licence category and the insurance product. If you take out the policy on the wrong basis, the premium has been set too low and the insurer can rely on an incorrect statement after a loss. Check part I of the registration document before you apply.

RDW (the Dutch vehicle authority) — vehicle details

Theft only with the required security

Three-wheeled scooters are popular with thieves. Insurers therefore almost always tie own-damage cover to a an approved lock and sometimes to a tracking system with a current subscription. If the scooter is stolen without the prescribed lock having been fitted, or if the subscription turns out to have expired, the theft is not paid. Keep both keys and the purchase invoice; the insurer asks for them before making any payment.

What is not covered

The following, among others, are outside the cover: riding without a licence valid for the category in which the MP3 is registered; taking part in races, speed trials or track training; use away from the public road, for instance off-road, where the policy gives no cover; and theft without the prescribed security. Wear, mechanical defects and damage caused by intent or recklessness are also excluded, the latter under Article 7:952 of the Dutch Civil Code.

Reporting derestricting, accessories and delivery work

A derestricted moped version, a different exhaust or an altered drive train is an increase in risk that you must report in advance; on taking out the policy, the duty of disclosure under Article 7:928 of the Dutch Civil Code and a breach of it can void the payout (Article 7:930 of the Dutch Civil Code). The same applies to business use such as delivery work: a private policy usually does not cover it and it calls for separate cover. You report a loss as soon as is reasonably possible (Article 7:941 of the Dutch Civil Code).

What does your premium depend on?

  • Registration category — moped or three-wheeled motor vehicle
  • List price and year of manufacture — determines the own-damage premium
  • Age and driving experience — young riders weigh heavily
  • Postcode area — chance of theft by region
  • Storage and security — a garage, a lock or a tracker
  • Type of cover and excess — third-party liability, third-party, fire and theft, or comprehensive

Insurers weigh these details differently. That is why comparing pays off.

Frequently asked questions

The questions we are asked most often about this.

Which licence do I need for an MP3?

That follows from the vehicle category on part I of the registration document. Versions registered as three-wheeled mopeds call for different entitlement from heavier versions registered as three-wheeled motor vehicles. Check this with the RDW before you buy. If you ride without the right category, damage to your own vehicle is not covered and the insurer may recover from you the payment made to the other party.

Does own-damage cover make sense on an MP3?

More often than on an ordinary scooter. The purchase value is higher and the tilting mechanism with its double front axle makes repair after a collision laborious and expensive. Set against that, the premium moves with the value: as the vehicle grows older, third party, fire and theft, or third-party liability alone, becomes more attractive. Assess it each year against the market value and your excess.

May I use the MP3 for delivery or for business?

Not without reporting it. A private policy assumes private use and commuting. Delivery work, courier journeys or other professional use increase the mileage and the claims risk and generally fall outside the cover. State the use when you apply; there is a separate business version with a matching premium and conditions.

Are a helmet and clothing included in the cover?

Not automatically. With some insurers you can include a helmet and protective clothing as a separate section, generally up to a maximum amount and with depreciation by age. Payment then follows only where there is damage to the vehicle at the same time that comes under the cover. If that section is not on your policy schedule, you bear those costs yourself.

What applies if the MP3 stands unused over the winter?

The insurance obligation is tied to the registration, not to the use. For as long as the registration is in your name and is not suspended, valid third-party liability cover must be in force. If you want to bring the premium down, you can have the registration suspended with the RDW; the vehicle may then not stand or be ridden on the public road. Theft from locked storage often remains covered during a suspension, provided that is stated in the policy.

Would you like a premium calculated for your MP3?
