Light quadricycle (brommobiel) insurance by make

Every light quadricycle (brommobiel) comes under the same rules: a moped registration, 45 kilometres per hour and the insurance obligation under Article 2 of the Dutch Motor Insurance Liability Act (WAM). The make mainly determines the value, the repair costs and whether insurers will accept it.

In law, a light quadricycle (brommobiel) is a moped on four wheels, whether it says Aixam, Ligier, Microcar, Chatenet, Citroën, Fiat, Estrima or Opel on the front. The vehicle has a moped registration, is restricted to 45 kilometres per hour and on the public road comes under the insurance obligation of Article 2 of the Dutch Motor Insurance Liability Act (WAM). Car insurance is therefore not an option, not even for models that look like a small car.

What the make does do is influence the premium. Insurers look at the list price, the drive train and the repair costs. Diesel models from Aixam, Ligier, Microcar and Chatenet generally represent a higher price when new and have a wider dealer network. Electric models such as the Citroën Ami, the Fiat Topolino, the Estrima Biro and the Opel Rocks-e are cheaper to buy, but have a battery pack that calls for a separate assessment after a loss.

The third difference is acceptance. Not every insurer accepts every model, and some set requirements as to the age of the regular driver or where the vehicle is kept. With rarer makes the supply of parts also comes into it: if parts are hard to obtain, a vehicle is more quickly an economic total loss.

What the make does affect

Four points on which models differ from one another in practice.

The category is the same for every make

Whether it is an Aixam, a Ligier, a Citroën Ami or an Opel Rocks-e: the vehicle is registered as a moped , may do no more than 45 kilometres per hour and does not belong on a motorway or dual carriageway. The insurance product is therefore a light quadricycle policy in every case. Anyone who takes out car insurance on the basis of the appearance has a policy that does not match the registration and runs into argument after a loss.

Diesel or electric: a difference in premium and in claims handling

On the diesel models from Aixam, Ligier, Microcar and Chatenet the price when new is generally higher, which pushes up the own-damage premium; set against that is a wider dealer and parts network. On electric models such as the Ami, the Topolino, the Biro and the Rocks-e the purchase value is lower, but the battery pack is a separate item: check whether damage to it comes under own-damage cover, whether a separate limit applies and whether it is depreciated.

What is not covered

On every make, the following remain outside the cover: driving without a licence valid for the moped category; taking part in races, speed trials and gymkhana events; use off-road or away from the public road where the policy gives no cover; and theft without the prescribed security. Wear, mechanical defects without a collision, deferred maintenance and damage through intent or recklessness are also excluded, the last of these under Article 7:952 of the Dutch Civil Code.

Declaring the driver, the use and any modifications

Who regularly drives the vehicle helps determine the premium and whether it is accepted; name that person. If you use the light quadricycle for delivery or other professional carriage, a private policy generally does not cover it. Modifications such as a different speed limiter or non-factory accessories must also be reported. On taking out the policy, the duty of disclosure under Article 7:928 of the Dutch Civil Codeapplies; a breach can cause payment to lapse (Article 7:930 of the Dutch Civil Code). You report a claim as soon as reasonably possible (Article 7:941 of the Dutch Civil Code).

Does the make affect the premium?

Indirectly, yes. The insurer calculates on the list price, the drive train and the expected repair costs, and those differ from make to make and model to model. A diesel model with a high price when new costs more in own-damage premium than a compact electric light quadricycle. The third-party liability premium depends less on the make and more on the driver, the postcode area and the claims record.

Does every insurer accept every make?

No. Some companies exclude certain models or set extra requirements, for instance as to the age of the regular driver or where the vehicle is kept. With rarer makes the supply of parts comes into it: if parts are hard to obtain, the vehicle is more quickly an economic total loss and the insurer adjusts its premium or its acceptance accordingly.

Is the battery of an electric light quadricycle included in the cover?

That differs from policy to policy. Damage to the battery pack through a covered event generally comes under own-damage cover, sometimes with a separate limit or depreciation by age. Gradual loss of capacity through normal use counts as wear and is not paid. If you hire the battery, check in the hire contract who bears which risk and report that arrangement when you apply.

Which licence is needed?

A licence valid for the moped category in which the vehicle is registered; a car licence is generally enough for that. The requirement is the same for every make, because the category is the same. If someone drives without valid entitlement, damage to the vehicle itself is not covered and the insurer may recover from you the payment made to the other party.

Can I change make on the same policy?

Usually yes: you report the new registration and the insurer recalculates the premium on the basis of the new list price and drive train. Do not leave that until after the first journey, because the cover follows the registration stated on the policy schedule. When you change over, also check that the own-damage conditions and the excess remain unchanged.
