In brief
Besides fire and storm damage, buildings insurance also covers the damage burglars do to the premises: forced doors, wrecked frames, a shutter prised open, a window smashed in. What the burglars take is specifically not included; that is a matter for the business contents and goods insurance. That division produces two separate claims on two policies after a burglary.
Insurers tie burglary cover to a level of security. That may involve certified locks and fittings, an intruder alarm with transmission to an alarm receiving centre, external lighting or securing the site. If such a requirement appears as a clause on the policy and it emerges after the burglary that the alarm was not set or the lock was not up to standard, that is an independent ground for refusing payment.

What to look out for
Four points that determine what is paid after a burglary or act of vandalism.
Signs of forced entry are the heart of the claim
Virtually every policy requires signs of forced entry on the outside of the premises. If entry was made with a copied key or through an open window, formally there is no burglary and no payment follows. Have the police attend, take photographs before you repair anything and keep the crime reference number. Without those records the claim cannot be substantiated later.
The security class and actually setting it
An alarm system that is installed but switched off at night does not meet the clause. The same goes for a modified back door without certified locks. Record who locks up the premises and how that is checked. Departing from a security condition affects not only the burglary cover but can put the whole policy under pressure.
Vandalism, graffiti and attempted burglary
Damage without anyone having been inside is a different event from burglary. Some policies cover vandalism only after unlawful entry; external damage such as graffiti, smashed windows or a wrecked overhead door then falls outside. Check this if your premises are on an unguarded site.
What is excluded in any event
Excluded are theft of property, gradual damage, deferred maintenance, inherent defect and subsidence. Damage from a cannabis nursery, from occupation or use that has not been declared, and damage caused deliberately or with the consent of an insured, is also not paid; the last of these follows from Article 7:952 of the Dutch Civil Code. Report a loss promptly: Article 7:941 DCC requires you to do so as soon as you are reasonably aware of it.
What does your premium depend on?
- Attractiveness of the contents: electronics and metals attract more burglaries than bulk goods
- Location of the building: an isolated site or a busy business park both count
- Security level: locks, alarm transmission, camera surveillance and lighting
- Rebuild value and construction type: the basis for the premium and for the underinsurance risk
- Extent of cover chosen: fire and storm, extended or all risks
- Claims history: a previous burglary tightens the requirements at renewal

This is what people ask us most.
Are stolen contents paid for on the buildings policy?
No. Buildings insurance pays for damage to the premises: forced doors, damaged frames, a wrecked wall. The items taken fall under the contents and goods insurance. After a burglary you therefore submit two claims, and both policies may have their own security conditions that you must comply with separately.
What if the alarm was not set?
The insurer can then refuse payment. A security clause is a condition of cover, not a recommendation. That applies even where the burglars came in through a different wall from the zone the alarm covers. Record internally who locks up and sets the alarm, and have the system checked periodically so that faults do not go unnoticed.
Is glass damage during a burglary covered?
That depends on the policy. A smashed pane can fall under the buildings cover as damage from forced entry, but large frontages and shop windows are often insured separately through glass cover. Check whether glass is included, whether it covers internal and external glazing, and whether emergency boarding and temporary panels are paid for as well.
Does anything change if the premises are temporarily out of use?
Yes. During vacancy or a prolonged shutdown, most policies restrict cover after a period stated in the conditions to a limited number of events, with burglary and vandalism specifically dropping out. So report it in advance and make arrangements about inspection rounds and security, so that the cover stays as wide as possible.
