You insure luggage, assistance and repatriation for the duration of one trip. The basis is the same as with a continuous policy; the difference lies in the term and in the price per day.
What your basic health insurance already does: emergency care worldwide, but up to the amount that care would cost in the Netherlands. The excess amount and repatriation are not included. For those you choose the medical expenses module, or you have supplementary health insurance with cover abroad.
In an emergency you call whichever emergency assistance centre you reach first, your travel insurer's or your health insurer's. Under the Overlap protocol it arranges the assistance and the insurers settle between themselves afterwards.

Four points that make the difference between a policy that pays out and one that does not.
A single-trip policy costs more per day. For one holiday a year that is fine; from around three trips, or as soon as you count weekends and city breaks as well, continuous cover is almost always better value. An added advantage: with continuous cover you are also insured on a trip you forget to declare.
A travel insurance that starts after you have already departed covers nothing that has already happened. The same applies to cancellation: you must take that out within a few days of booking, otherwise a waiting period applies or an exclusion for circumstances that were already foreseeable at the time.
The policy applies exactly for the period stated. If your return journey is delayed by illness, a strike or a missed connection, most policies run on automatically for a few days — but not indefinitely. Check that provision before you book a trip with a tight margin.
If you travel for your work, a personal travel insurance is not the right policy. For that there is business travel insurance, which also includes business equipment, company money and sometimes accident cover.
