In law a light quadricycle (brommobiel) is neither a car nor a scooter, but a light four-wheeled motor vehicle in the moped category. That determines which policy goes with it and what requirements the insurer sets for the driver and the use.

In the Netherlands the light quadricycle falls within the moped category: a light four-wheeled motor vehicle with a closed body, a registration and a restricted design speed of 45 kilometres per hour. You may drive it from the age of sixteen with an category AM driving licence; anyone holding a category B licence is also entitled to drive it. A helmet is not needed, because the driver sits in a closed cabin with a seat belt. Motorways and dual carriageways are not permitted.
Because it is a motor vehicle, the the insurance requirement in Article 2 WAMapplies. Third-party liability cover is therefore not optional and must remain in force for as long as the registration is in the company's name, even if the vehicle stands unused for a whole winter. If you want to stop that obligation temporarily, you suspend the registration with the RDW. Damage to the light quadricycle itself only comes under the policy with third-party, fire and theft or comprehensive cover.
Where the vehicle is used for business, a second layer comes into it. If an employee drives, you as the employer remain bound by the duty of care under Article 7:658 of the Dutch Civil Code and by good employment practice (Article 7:611 of the Dutch Civil Code), from which case law derives a requirement for proper insurance for taking part in traffic during working hours. A light quadricycle policy does not cover that automatically; personal accident cover or motor accident cover for employees is needed for it. Also report what you use the vehicle for: delivery work or hiring out changes the risk fundamentally.

Four points on which this category differs from both a car and a scooter.
A light quadricycle looks like a small car, but it is insured as a moped. That means a rating structure of its own and usually no build-up of no-claims years that you can use later on car insurance. The no-claims scale also works differently. Ask in advance and in writing whether and how your no-claims years are recorded, particularly if the vehicle is a stepping stone to a van or passenger car in the same business.
If more than one person drives it, declare all regular drivers. Driving without the required licence category is a hard exclusion: if someone is at the wheel without an category AM driving licence , the insurer does not pay for the damage to your own vehicle. The third-party liability payment to the victim does stand, but the insurer then recovers that amount from the policyholder.
The following, among others, are outside the cover: tuning up the engine or a modified construction, so removing or altering the speed limiter; driving without the required licence category or under the influence; theft where the prescribed lock or the prescribed security has not been used; and damage while the vehicle is hired out, in shared use or on delivery work if that use has not been reported. Wear and mechanical defects without a collision are also excluded, as is damage through intent or recklessness (Article 7:952 of the Dutch Civil Code).
On taking out the policy, the duty of disclosure applies under Article 7:928 of the Dutch Civil Code. If you do not say that the light quadricycle is used for delivery, is driven by changing drivers or stands in the street overnight, the insurer may reduce or refuse payment (Article 7:930 of the Dutch Civil Code). If the use changes as time goes on, let us know. You report a loss as soon as is reasonably possible, as Article 7:941 of the Dutch Civil Code requires.

Yes. Article 2 of the Dutch Motor Insurance Liability Act (WAM) ties the insurance obligation to the registration, not to the use. For as long as the registration is in your company's name, there must be at least third-party liability cover, even where the vehicle stands indoors for months. If you want to avoid those costs during a quiet period, suspend the registration with the RDW. While the suspension runs, you may not use the public road.
From the age of sixteen, an AM licence is enough for a light quadricycle. Anyone who already holds a category B licence is also entitled to drive it. Record in your own administration which staff may drive and check that their licences are valid. If someone drives without the right category, the damage to the vehicle is not covered and the insurer may recover from you the loss paid to the other party.
Only if you report it in advance and the insurer accepts it. Delivery means more kilometres, more frequent starting and stopping in busy traffic and a higher claims figure. Insurers assess that as a separate risk and charge a different premium for it. If you make delivery journeys without reporting them, the insurer may refuse payment because of a concealed increase in risk and cancel the policy.
Generally not as a matter of course. Tools, samples or ordered goods in the back do not come under the own-damage cover on the vehicle. Separate cover is needed for that, for instance for tools and business contents or goods-in-transit insurance for carriage of your own goods. Check whether a limit and a forced-entry requirement apply: theft without signs of forced entry is almost never paid.
Cover for damage connected with it then falls away. An altered construction or a removed speed limiter makes the vehicle something other than what is insured; insurers exclude that expressly. The police can also check the vehicle on a rolling road. So leave the drive train and software alone, and report repairs that affect the top speed.
