A premium is the price of a risk, and that price follows the cost of putting things right. Since 2024, three developments have pushed those costs up. The first is the cost of repair: building materials, labour, car parts and the electronics in modern vehicles have become more expensive, so that the same damage costs more than it did a few years ago. The second is the claims burden from the weather: storms, hail, extreme rainfall and heat lead to more and larger claims. The third is the indexation of sums insured, on which more below.
That indexation explains why your premium rises even though you have made no claim. With buildings and home contents insurance, the sum insured moves each year with an index for building and contents costs. A higher rebuild value automatically means a higher premium, because that sum is the basis for the calculation. That is not a disguised increase but a necessity: without indexation, underinsurance arises and less is paid out proportionately when there is a claim. The cost of reinsurance — the cover insurers buy in themselves for major events — has also risen, and that is passed on in the rates.
What does that mean for you? Above all, that the reflex to steer on premium can backfire. The cheapest policy is often the policy with a narrower form of cover, a higher excess or without a guarantee against underinsurance. Anyone who economises on that shifts the risk to themselves at the worst possible moment. Comparing does pay off: rate increases differ widely by insurer and by risk, and on every general insurance premium you also pay 21% insurance premium tax.

What an insurer passes on exactly and how it indexes is set out in your policy conditions and on the renewal notice.
There is scope to steer, but not on every part of the policy.
Start with the sum insured: is it still right, or does it cover a situation from years ago? Reducing it is rarely sensible, but checking it is. Then deliberately choose an excess that you can bear yourself. You then no longer report small losses, which also keeps your claims history clean. Pay annually rather than monthly, bring policies together in one package for a package discount, and look for duplicate cover — glass appearing on both the buildings and the contents policy, baggage falling under both travel and contents cover. Being insured twice does not produce a double payout. Where a premium is increased during the term, you often have the right to cancel the policy. Only do so once a new policy has been accepted.
A lower premium often stems from less cover. Without a guarantee against underinsurance you bear the risk of too low a sum insured yourself: a claim is then paid proportionately. Dropping from comprehensive to extended cover takes your own accidents out of cover. And the exclusions remain in place under every form: no cover for wear, deferred maintenance and design faults, no cover for gradual ingress of moisture, mould and vermin, no cover in the case of intent or recklessness (Article 7:952 of the Dutch Civil Code), and no cover for flooding caused by the failure of a primary flood defence. Also business use that you do not report falls outside a personal policy; reporting it is a conversation, not reporting it costs you the claim (Article 7:930 of the Dutch Civil Code).
Insurers weigh these details differently. That is where your saving is.

Because a premium reflects the costs of the whole portfolio, not only your own claims history. Rising repair costs, more weather damage and more expensive reinsurance feed through into the rate for everyone. With household insurance, the annual indexation of the sum insured comes on top of that: a higher rebuild value automatically means a higher premium, even without claims.
With some insurers you can, but it is rarely sensible. Without indexation the sum insured stands still while building costs rise, and underinsurance arises: a claim is then paid proportionately and the guarantee against underinsurance often lapses. You save a limited amount of premium and take on a risk that weighs far more heavily in the event of a large loss.
Where an increase during the term does not stem from indexation or a statutory measure, you may generally cancel the policy. The conditions describe that right. After the first contract year, most personal general insurance can in any case be cancelled on any day with one month's notice. Only cancel once a new insurer has accepted you.
Only if the cover is equivalent. Compare the form of cover, the excess, the guarantee against underinsurance, the sub-limits for valuables and the exclusions. Also check whether the premium quoted already includes insurance premium tax and policy charges. A difference in premium rarely outweighs an exclusion you run into at claim time.
