Pet insurance is an expenses policy. It pays for treatment by the vet after illness or an accident: consultations, diagnostics, surgery, hospitalisation and medication, up to a maximum per policy year and with a contribution or an excess. The amount paid depends on the costs incurred and not on what the animal cost or is worth.
Two provisions decide whether the policy is of any real use to you. The first is the waiting period: costs for a condition that appears within that period remain at your own expense. The second is the exclusion of conditions that already existed when you took out the policy, even if no diagnosis had yet been made. What the vet noted in the file earlier counts here; concealing it touches on the duty of disclosure under Article 7:928 of the Dutch Civil Code.
Do not confuse this policy with liability. If your dog bites a visitor, or your horse takes fright and causes damage, you are liable as the keeper under Article 6:179 of the Dutch Civil Code, even if you did nothing wrong. That claim runs through your personal liability insurance, or through a commercial policy if you keep the animals as a business. Four points that make the difference between a policy that pays out and one that does not.
Virtually every policy has a waiting period of a few weeks, sometimes longer for particular conditions. In addition, complaints that existed before the start date are excluded, even if they had not yet been named. When you claim, insurers ask for the veterinary file. A young animal with no history is therefore easier and cheaper to insure than an older animal in which something has already been noticed.
For a one-off operation the maximum is rarely the problem. For a chronic condition requiring medication and check-ups for years it is: the amount starts afresh each policy year, but in a long year with complications it is also used up faster. So look not only at the maximum but also at the percentage paid and at sub-limits for things such as diagnostics.
Article 6:179 DCC places strict liability on the keeper of an animal: you are liable for the animal's own behaviour, even without fault. That damage falls under liability insurance and not under pet insurance. If you keep animals as a business, for example at a riding school or a breeding kennel, a personal policy gives no cover and a commercial version is needed.
What usually falls outside the cover: preventive care such as vaccination, worming, microchipping, castration and sterilisation; hereditary and breed-related conditions, or only after a long waiting period; dental treatment, behavioural therapy and physiotherapy unless included as a module; costs around pregnancy, birth and breeding; and treatment of a condition that was already present before the start date or arose during the waiting period.
Insurers weigh these details differently. That is where your saving is.

Almost certainly not. Conditions that already existed when you took out the policy are excluded, even if no diagnosis had been made. The note in the veterinary file is decisive here. Do mention such a complaint on the application: concealing it touches on the duty of disclosure under Article 7:928 of the Dutch Civil Code and may entitle the insurer to reduce or refuse the payout.
With most policies, per policy year, across all conditions together. If a course of treatment runs over the year end, each bill counts in the year in which the treatment took place. Some conditions also carry a sub-limit per condition or per type of treatment. Check that above all when you insure an animal for which long-term treatment is to be expected.
Your liability insurance, not your pet insurance. As the keeper you are liable under Article 6:179 DCC for damage caused by the animal's own behaviour, whether or not you could have done anything about it. With personal liability insurance that cover is included as standard. If you keep the animal as a business, commercial liability insurance is needed.
Sometimes, but the conditions are stricter. Many insurers apply a maximum age for new applications, a higher contribution above a certain age or a more limited package. On top of that, an older animal more often has a history, and those very conditions remain excluded. Comparing pays off here, because age limits and waiting periods differ from insurer to insurer.
