Business use · risk class · declaring it
Delivering with a light quadricycle (brommobiel) is professional use: either it is on the policy or it is not, and that difference decides every claim.

A delivery vehicle makes dozens of short journeys in a day, stops each time in an awkward place and drives under time pressure. That produces a different claims pattern from commuting: many small collisions while merging and reversing, damage to mirrors and doors, and a raised risk of theft because the vehicle is regularly left unattended for short periods. Insurers apply a separate risk class for this.
What you state about the use comes under Article 7:928 of the Dutch Civil Code. If you are in fact delivering meals or parcels while the policy says private use, the insurer may reduce or refuse payment after a loss under Article 7:930 of the Dutch Civil Code. That applies even where the damage arose during a private journey: what is assessed is whether the insurer would have issued the same policy had the correct information been given.
If you employ delivery riders, employers' liability comes into it as well. If you deliver with a larger vehicle, see the business van. For works versions without a delivery function, the van version of a light quadricycle the starting point.
The structure of the cover in three parts, with an overview per situation below.
Damage you cause to others.
Causes beyond your control.
Including damage you cause yourself.
What is covered
| Situation | Third-party liability | Third-party, fire and theft | Comprehensive |
|---|---|---|---|
| Damage to the other party | Yes | Yes | Yes |
| Theft | No | Yes | Yes |
| Fire and storm | No | Yes | Yes |
| Damage you cause yourself | No | No | Yes |
| Wear and mechanical defects | No | No | No |
| Driving without a valid licence | No | No | No |
This overview is general in nature and is not personal advice. What is actually covered, including exclusions, limits and the excess, is set out in the policy conditions and the insurance card (verzekeringskaart) of the insurer; you receive both before you take out cover. Taking out cover without advice? Then read what execution only means for you.
Four points that make the difference between a policy that pays out and one that does not.
For an insurer, the number of stops per hour is the most important yardstick. So do not just report that you deliver, but also in which area, at which times and with how many vehicles. Pizza delivery in a city centre during the evening is assessed differently from a pharmacy run through a village. Not every insurer accepts this use; the market is narrower than for private use.
In delivery work, one fixed person rarely does the driving. State the range of drivers and note the age limit insurers set. If the delivery riders are employed by you, the duty of care under Article 7:658 of the Dutch Civil Code applies and you are liable for the damage they cause to third parties under Article 6:170 of the Dutch Civil Code. For injury to the delivery rider themselves in traffic, occupants' cover or motor accident cover is the appropriate instrument.
Meals, parcels, medicines or shopping are load and fall outside every vehicle cover, including comprehensive cover. If the consignment is lost in a collision or stolen from the vehicle, the motor policy pays for the vehicle and nothing for the contents. If you want to cover that, goods cover or own-goods-in-transit cover is needed; also look at what your client places on you by contract.
Outside the cover are: the goods delivered themselves; delivery that has not been declared as a form of use; hiring out the vehicle to the rider or through a sharing platform without permission; driving without an AM licence; traffic fines and additional assessments; theft where the key was left in the ignition during a delivery; and damage through intent or wilful recklessness, see Article 7:952 of the Dutch Civil Code.
Insurers weigh these details differently. That is why comparing pays off.
Customers rate our service on four aspects: personal service, service delivery, availability and the outcome. The reviews are collected and published by NH1816 and come from customers who have actually taken out a policy with Finass Advies B.V. or reported a claim.
The questions we are asked most often about this.
Yes, this is the most important statement on the policy. Delivery is a risk class of its own and not every insurer accepts it. If you conceal it, the insurer may reduce or refuse payment after a loss under Article 7:930 of the Dutch Civil Code, even where the journey on which the damage arose was not a delivery run. Declaring it in advance costs premium; concealing it costs the cover.
No. The insurance covers the vehicle, not the load. Damaged or stolen consignments fall outside the cover, including under comprehensive cover. For those goods you take out own-goods-in-transit or goods cover. Also look at what the contract with your client says: platforms often place the risk of a lost order on the rider or the branch.
For damage your rider causes to others during the work you are liable under Article 6:170 of the Dutch Civil Code. For injury to the rider themselves, the duty of care under Article 7:658 DCC applies, supplemented by the rule that an employer must make proper provision for employees who take part in traffic on its instructions. Arrange that with occupants' cover or motor accident cover.
Hiring out is excluded under practically every standard policy. If you let a self-employed rider drive your vehicle for payment, that is a different form of use from delivering yourself and you need a policy that allows hiring out. Discuss the arrangement in advance; an uninsured hire situation cannot be put right after a loss.
