Finass Insures has an AFM license for general insurance. Health insurance falls under a different license category: we do not advise on it and do not act as intermediaries for it. You arrange that directly with a health insurer.

Anyone living in the Netherlands or paying payroll tax here is required under the Healthcare Insurance Act (the Dutch Health Insurance Act) to have basic health Insurance. A duty to Acceptapplies to it: an insurer may not refuse you on grounds of age, health or medical history. That duty does not apply to supplementary Insurance.

The basic package is set by the government and is the same at every insurer. The differences lie in the premium, the type of policy, the Contracted care providers and the supplementary packages. You can switch at the turn of the year: you cancel with effect from the end of the calendar year and choose a new insurer in January, who assures you from 1 January.

Where things go wrong in practice

Four points that determine whether you pay a bill yourself or have it reimbursed.

The duty to accept applies only to basic health Insurance

A health insurer has to Accept you for basic health Insurance whatever your state of health. For supplementary Insurance there is No such duty: there an insurer may ask for a health declaration, apply a waiting period, exclude conditions or refuse you. Check those conditions before you cancel.

In-kind policy: not every care provider is contracted

With a benefits-in-kind policy your insurer pays for the care it has bought in from contracted providers. If you go to a clinic or therapist without a contract, you usually get only part of the bill and pay the rest yourself. With a reimbursement policy the choice is wider. Contracts are concluded again every year: check each year whether your practitioner is still on the list.

What the basic package does not Cover

Outside the basic package are, among other things, routine dentistry for adults, alternative medicine, must glasses and Contact lenses and cosmetic procedures without a medical indication. Physiotherapy for adults is only reimbursed for designated chronic conditions, and then only after a number of sessions at your own expense. On top of that there is a compulsory excess and sometimes a Personal contribution.

Health Insurance is no substitute for liability and income cover

Health insurance pays for treatment, not for the consequences. If you hurt someone else, that is recovered from you under Article 6:162 of the Dutch Civil Code; an liability Insuranceis there for that. If you are a Self-employed professional and are unable to work, health insurance pays no income; a Disability insurance.

What to look out for when comparing

  • Acceptance for supplementary Cover: health questions or a waiting period
  • Excess: the compulsory part plus a voluntary increase

Can I take out my health Insurance through Finass Verzekert?

No. Our AFM license covers general insurance; health falls under a different category. We do not advise on it and do not act as intermediaries for it. You take out basic and supplementary cover directly with a health insurer. For liability, income, absence of sickness and your other general insurance you can come to us.

May a health insurer refuse me?

Not for basic health Insurance: there is a duty to accept, whatever your age, health or medical history. For supplementary Insurance an insurer may ask medical questions, impose a waiting period, limit cover or turn you down. Ask for those conditions before you cancel your current policy.

When can I switch?

Around the turn of the year. You cancel your policy with effect from the end of the calendar year and then have a short period in January to choose a new insurer, who assures you from 1 January. Outside that you can only switch if your insurer changes the premium or the conditions mid-term.

How do I check what is changing for me?

Read three documents: the policy conditions with the schedule of reimbursements, the Insurance card (insurance card) with the main points on one page, and the list of Contracted care providers. Changes to the basic package are set nationally and published by central government; changes to your supplementary cover appear only in your insurer's documents.
