In brief

Insurers notice the consequences of more extreme weather in their claims burden: severe summer storms, hailstorms and short, heavy downpours produce many claims at once. That works through into premiums, into excesses and into the requirements insurers set for maintenance and prevention. For you as the insured, what matters most is which peril is and is not set out in the conditions.

Broadly: storm and hail are covered on an extended buildings and home contents policy, usually from a certain wind force and with a separate storm excess. Water damage from rain coming in through the roof or the facade is normally covered; water entering from below through groundwater or drains often is not. Flooding because a primary flood defence fails or overflows remains outside the ordinary cover.

At the other end of the weather spectrum is drought. Persistently low groundwater levels cause subsidence, pile rot and cracking. That damage is excluded on almost every policy, because it is not a sudden event. See also which non-life insurances there are.

What this means for your claim

Two points that determine whether weather damage is paid for.

Maintenance is the first test with weather damage

With storm and water damage a loss adjuster looks first at the state of the property. Roof covering that needed replacing, a blocked gutter, a rotten window frame or loose tiles leads to refusal for deferred maintenance or wear. That is not a formality but a fixed exclusion. Photograph the maintenance you have carried out and keep invoices. That helps in the assessment of a later claim.

Report quickly and limit the damage

After extreme weather the same rule applies as always: report the claim as soon as is reasonably possible (Article 7:941 of the Dutch Civil Code) and take measures to prevent further damage. Do not wait with emergency repairs, but demolish nothing before the loss adjuster has looked at it. Beyond that, intent and recklessness excluded (Article 7:952 of the Dutch Civil Code), as do gradually acting damp, mould and construction faults.

What does your premium depend on?

  • Year of construction and state of maintenance: older premises, higher risk
  • Sums insured: rebuild value and contents value
  • Excess: often a separate amount for storm
  • Extensions: solar panels, glass, outbuildings

Is damage from a summer storm always covered?

Not automatically. Most policies apply a threshold, often wind force 7 or more, measured by the KNMI at the nearest measuring station. If the wind force measured is below that, there is formally no storm and a refusal follows. With storm damage there is also normally a separate excess that is higher than the ordinary excess.

Why is flooding excluded?

Because it is a risk that can occur over a large area at once, so that the loss can no longer be spread. The failure or overflowing of a primary flood defence therefore falls outside the ordinary buildings and contents cover. For damage from local water and the failure of some secondary defences, conditions do sometimes give cover; read that passage carefully.

Will the insurer pay for damage to my solar panels after hail?

Often yes, provided the panels are insured. With panels on the roof of your own home they usually fall under the buildings insurance, but not every insurer does that automatically and a separate limit or excess can apply. So always report new panels; installations that are not reported lead to argument about cover and the sum insured.

Will my premium rise because of the climate?

Weather damage is one of the factors insurers build into their rates, alongside higher repair costs and the annual indexation of the sum insured. We do not give percentages for that, because it differs from insurer to insurer and from postcode area to postcode area. You do see it in higher excesses for storm and in stricter requirements for maintenance and prevention.
