Fleet contract · claims burden · settlement afterwards
The fleet and traffic risk of a medium-sized company
From about fifteen vehicles onwards, the insurer's way of calculating changes. It is then not a driver's bonus-malus step that determines your premium, but your own claims figures.

In brief
In a medium-sized business, cars, vans and sometimes equipment sit side by side on one contract. A fleet insurance then replaces the separate policies: one renewal date, one set of conditions and a premium based on your own claims burden rather than on personal no-claims years. That is an advantage as long as your claims pattern stays manageable, and a disadvantage in the year when two heavy claims coincide. So always ask about the mechanism: a fixed premium with periodic review, or a premium that moves each year with the claims history.
The second shift concerns your staff. More vehicles means more people behind the wheel, and that makes your position as an employer weigh more heavily. For the own injury of a driver who caused the accident himself, third-party liability cover offers nothing; there is a separate cover for that, explained under WEGAS and WEGAM. If someone is off work for a long time, that also affects your obligation to continue paying wages and therefore your sickness absence insurance.
The third point is administrative and in practice costs the most cover. Vehicles that are bought, sold or suspended must be notified. A contract with settlement afterwards squares up on the basis of the actual number of vehicles; a contract without it does not, and then a vehicle that has not been registered is simply not insured for own damage. Record who in your organisation may make changes and within what period.
This page deals with one situation. The full overview is on Compare car insurance.
What to look out for
Four points that at this size of business lead to discussion more often than the premium itself.
From bonus-malus to claims statistics
In a fleet contract, the individual step system disappears. Your premium follows the ratio between claims paid and premium paid over a number of years. That makes small claims expensive: a series of parking claims counts just as much as one large collision. Weigh up for each claim whether claiming is worthwhile, and consider a higher excess on own-damage cover.
Prevention requirements are conditions of cover
At this size, insurers more often impose conditions in advance: an alarm class for vans, parking on an enclosed site, or a driving licence and driving behaviour policy. These are not recommendations but guarantees. If it is established after a theft that the agreed security was missing, the insurer can refuse to pay.
Changes, suspension and sale
A vehicle that has been sold but stays on the contract costs premium; a new vehicle not yet on it costs cover. On suspension of the registration, the insurance obligation under Article 2 of the Dutch Motor Insurance Liability Act (WAM)lapses, but so does your cover against theft and fire if you do not expressly leave it in place.
What stays outside the contract
Traffic fines and administrative penalties are never paid for. Damage from intent or wilful recklessness falls under Article 7:952 of the Dutch Civil Code. Carrying people or goods for payment on behalf of third parties calls for a different business activity and is not covered under an ordinary fleet contract, not even occasionally.
What does your premium depend on?
- Composition of the fleet — the balance of cars, vans and heavier equipment
- Claims record over several years — the main yardstick in a fleet contract
- Excess chosen — per event, or capped over an insurance year
- Driver policy and age profile — a lot of young drivers increases the expected claims frequency
- Security and storage — alarm class, tracking and the site where vehicles are parked
- Operating range and area of use — urban traffic, long-distance journeys or journeys across the border
Insurers weigh these details differently. That is why comparing pays off.
What is covered
| Situation | Vehicle on the contract | Vehicle not yet declared |
|---|---|---|
| A collision with another party, three days after delivery of a new van | Yes | Provided that |
| Own damage to that same van in the same collision | Yes | No |
| Theft of a van from an unattended company site | Provided that | No |
| Fire in the shed where a suspended vehicle is stored | Provided that | No |
| An agency worker hits a cyclist with a company vehicle | Yes | Provided that |
| Injury to your driver who drove into a tree himself | No | No |
A vehicle notified only after the loss counts as uninsured for the claims handler.
Frequently asked questions
The questions we are asked most often about this.
From how many vehicles is a fleet contract worthwhile?
There is no statutory limit; insurers each apply their own lower threshold and also assess the composition of the fleet. In practice it becomes interesting as soon as making changes to separate policies takes time and your claims pattern is predictable. Below that threshold, bundling separate policies with one insurer can give the same convenience without your losing the steps you have built up.
What happens to the no-claims years on existing policies?
They are personal and do not transfer to a contract in the company's name. If a director or member of staff later drives privately again, the discount built up has usually expired if no policy has been in his name for too long. Discuss that in advance, because it is one of the few consequences of a switch that cannot be repaired afterwards.
How quickly do I have to register a new vehicle?
Within the period in your contract, usually a few working days. Some contracts provide provisional cover for newly acquired vehicles, others do not. Report it immediately in any case: incorrect or missing information touches on Articles 7:928 and 7:930 of the Dutch Civil Code and can reduce the payout when there is a claim.
Can the insurer cancel the contract after a bad claims year?
Yes. Virtually every business contract contains a right of cancellation after a claim, and where the claims history is consistently unfavourable, a premium increase or a raised excess is more likely than cancellation. In that case we discuss which insurers will still accept your type of fleet, and on what terms.
