Two years of illness · WIA period · one contract

Sickness absence insurance (verzuimverzekering) and income protection in one combination through Allianz

An income combination bundles the cover for the first two years of illness with the cover for the period after that. The gain lies not in the premium, but in the absence of a gap between the two policies.

In brief

A sick employee goes through two legally separate phases. In the first 104 weeks you continue to pay wages under Article 7:629 of the Dutch Civil Code. After that the UWV assesses the degree of incapacity for work and the WIA starts, with a benefit that for most employees is lower than their former salary. An income combination places those two phases in a single contract, so that the waiting period of the income section connects precisely to the end of the continued payment of wages and no one falls between two stools.

The income section usually consists of two blocks that you can choose separately. The first tops up the difference when an employee is partly fit for work and does not make sufficient use of their remaining earning capacity, as a result of which the benefit falls back to a level linked to the minimum wage. The second insures income above the maximum daily wage, which mainly applies to higher salaries. Both blocks affect your staff's terms of employment; record who pays the premium and how you inform employees.

Finass Advies compares several insurers objectively and can apply for this combination through Allianz. Whether one contract is better for you than two separate policies depends on your workforce and on how much flexibility you want when switching. We explain the sickness absence side on the hub page sickness absence insurance; the structure of the WIA covers is set out under WIA insurance and WGA gap insurance.

This page deals with one situation. The full overview is on Compare sickness absence insurance (verzuimverzekering).

What to look for in a combined contract

Four points that make the difference when bundling sickness absence and income.

The seamless transition is the whole point

Check whether the waiting period of the income section connects exactly to the end of the obligation to continue paying wages, including when that period is extended by a wage sanction. If it does not, a month or more arises in which nothing is paid out. With separate policies at different companies that is the classic mistake; in a combination it should be arranged, but check it.

Employee participation is not automatic

Income cover is arranged for the group you register. New employees must be notified within a set period, and above a certain salary a health declaration may apply. If you register someone late and they then fall ill, there is no cover for that person while you may well have promised something under employment law.

What remains outside the cover in both sections

Excluded are incapacity for work that already existed at the start, the extended payment of wages after a wage sanction from the UWV, and the period of pregnancy and maternity leave, for which the Work and Care Act provides its own benefit. Loss caused intentionally also remains outside every insurance under Article 7:952 of the Dutch Civil Code , and fines or additional premium assessments are not insurable anywhere.

Switching becomes harder

One contract means one moment for cancellation and one acceptance decision. If you later want to place only the sickness absence section elsewhere because your absence figures have improved, that also affects the income section, which is where medical acceptance sits. To be safe, ask for a separate quotation as well, so that you know what price you are paying for the convenience.

What does your premium depend on?

  • Payroll and salary structure — the share above the maximum daily wage determines the excess section
  • Age profile of the staff — weighs more heavily in the income section than in the sickness absence section
  • Chosen waiting period and benefit period — to be set separately for each section
  • Absence history and inflow into the WIA — both sections have their own claims history
  • Number of participants — determines whether individual acceptance is needed
  • Sector and nature of the work — decisive for the likelihood of long-term absence

Insurers weigh these details differently. That is why comparing pays off.

Frequently asked questions

The questions we are asked most often about this.

Why would I place sickness absence and income in one contract?

Because the risk is one continuous line and the policies often are not. With separate contracts at different companies, definitions, waiting periods and end dates do not always connect, and that is precisely noticeable at the transition after two years of illness. One contract prevents this, at the cost of flexibility if you switch later.

Does the employer or the employee pay for the income section?

You may arrange that yourself, but record it in writing. An employee contribution is deducted from wages and should then be set out in the terms of employment. If you pay the premium yourself, bear in mind that ending the cover may be a change to the terms of employment for which consent is needed.

What happens to the cover if a sick employee is dismissed?

A benefit already being paid is in principle continued for the employee who was already unfit for work, but the entitlement changes in character once the employment ends. The precise arrangement is set out in the conditions under run-off or premium-free continuation. Ask about this explicitly before you sign a settlement agreement, because after that the policy can no longer be adjusted.

Does a benefit from the UWV count?

Yes. The insurer calculates on the basis of the income you actually lose, so a Sickness Benefits Act or WIA benefit is deducted from the payment. That follows from the principle that insurance compensates a loss and does not provide a gain, as also expressed in Article 7:960 of the Dutch Civil Code . Report any benefits awarded straight away.
