In brief

With a house, the panels, optimisers, cabling and inverter are usually regarded as part of the buildings. That means they are included in the sum insured, and that the sum therefore has to be adjusted. Panels installed after you last gave details are not automatically insured.

The second point is the fire risk. The weak spots are rarely in the panel itself, but on the direct current side: connectors that have not been pushed home properly, cables running over a sharp roof edge and an inverter mounted in a warm place. A fire that starts there starts under the roof covering.

The third point is liability: if a panel blows off, that is damage to someone else's property.

Where things go wrong in practice

Four points that make the difference between a policy that pays out and one that does not.

Report them and adjust the sum insured

Tell your insurer that panels have been installed, how many there are and whether they are on the roof, on a shed or on a frame in the garden. Article 7:928 of the Dutch Civil Code requires you to provide the information requested correctly; if the risk changes afterwards, report it again. Keep the quotation, the invoice and the completion documents, so that the size of the installation is established when you claim.

The installation has to be demonstrably sound

Have the panels installed by an accredited installer and keep the certificate and the completion report. After a roof fire, an investigator looks at the connections, the cable trays and the position of the inverter. If the installation turns out to be unsound, not only the installation but possibly the whole roof claim falls outside the cover. For larger installations, insurers require a periodic inspection under a recognised inspection scheme.

Storm, hail and panels coming loose

Panels on a flat roof often stand on ballast rather than on fixings drilled through; that arrangement is sensitive to wind. If a panel blows off and damages a car or the neighbours' roof, you are liable as the owner of the structure under Article 6:174 of the Dutch Civil Code. Check the fixings after a severe storm and have the roof penetrations checked for leaks.

What the buildings policy does not pay for

Lost output and lost feed-in payments are not physical damage and are not paid for. The same applies to loss of yield through ageing, to a panel or inverter failing through a manufacturing fault and to damage during installation. If the panels are on your roof but owned by a third party, that party insures them itself; in that case record in writing who is responsible for what.

What does your premium depend on?

  • Adjusted rebuild value — The installation raises the sum that forms the basis for the premium.
  • Position of the panels — A pitched roof, a flat roof on ballast or a frame in the garden differ in risk.
  • Roof covering underneath — Thatch, bitumen or tiles determine what a fire on the roof does.
  • Certification of the installer — An accredited firm with a completion report counts in the underwriting.
  • Periodic inspection — A valid inspection report is often a condition for larger installations.
  • Size of the installation — More panels means more connections and a longer direct current cable.

Do I have to insure solar panels separately?

Usually not: on your own home, panels count as part of the buildings and are included under that policy. You do have to report them and have the sum insured adjusted, otherwise the installation is an undeclared value. If the panels are on a frame in the garden or on an outbuilding, ask expressly whether that arrangement falls under the cover.

Is the electricity output I lose covered?

No. Buildings insurance pays for physical damage to the building and the installation, not for the income or the saving you lose as a result. If the installation is out of action while awaiting repair, you bear that loss yourself. For commercial installations there are separate business interruption solutions; for a home that is not usual.

Who is liable if a panel blows off my roof?

As the owner of the structure you are liable for damage caused by a defect in the building; that follows from Article 6:174 of the Dutch Civil Code. Where the mounting was unsound, you can hold the installer liable under Article 6:162 DCC. In practice, the damage to the other party goes through your liability insurance, not through your buildings policy.

Do solar panels change my premium?

The sum insured goes up because the rebuild value rises, and that feeds through into the premium. Insurers also weigh the extra fire risk differently: one sets requirements for certification or inspection, another reflects it in the policy conditions. So do not have only the premium compared but also the clauses that go with the installation.
