AM licence · premium · no-claims years
At sixteen you start at the bottom of the no-claims scale, and the question of who the policyholder is determines who takes that record with them later on.

A sixteen-year-old with an AM licence may drive a light quadricycle (brommobiel), but in insurance terms is right at the start. There are no no-claims years, there is no claims record, and the age group you fall into has the highest claims frequency. Insurers deal with that through a higher step at the outset, a compulsory higher excess or a limit on the levels of cover you can choose.
In many families the vehicle is registered in a parent's name and the sixteen-year-old drives it. That is allowed, but the young driver must then be named on the policy as the regular driver. If you name the parent while the child in fact drives every day, that is an incorrect statement within the meaning of Article 7:928 of the Dutch Civil Code; after a loss the insurer may reduce or refuse payment under Article 7:930 of the Dutch Civil Code.
The other side of that arrangement is that the no-claims years accrue to the policyholder. If the policy is in a parent's name, the parent builds up the record and the young driver later starts at zero anyway when taking out your own policy . Discuss this before you sign. What else a light quadricycle policy covers is set out at the general page.
The structure of the cover in three parts, with an overview per situation below.
Damage you cause to others.
Causes beyond your control.
Including damage you cause yourself.
What is covered
| Situation | Third-party liability | Third-party, fire and theft | Comprehensive |
|---|---|---|---|
| Damage to the other party | Yes | Yes | Yes |
| Theft | No | Yes | Yes |
| Fire and storm | No | Yes | Yes |
| Damage you cause yourself | No | No | Yes |
| Wear and mechanical defects | No | No | No |
| Driving without a valid licence | No | No | No |
This overview is general in nature and is not personal advice. What is actually covered, including exclusions, limits and the excess, is set out in the policy conditions and the insurance card (verzekeringskaart) of the insurer; you receive both before you take out cover. Four points that make the difference between a policy that pays out and one that does not.
The regular driver is the person who uses the vehicle most often, regardless of whose name is on the registration. That question determines the premium and the cover. If the sixteen-year-old drives to school every day and a parent in their forties is named on the policy, the risk assessment is wrong. Correct it at the outset; notifying a change during the term is always cheaper than a refused claim.
You start on the lowest step of the no-claims scale. Every calendar year without an at-fault claim earns you a step; one at-fault claim puts you back several steps. Because you start at the bottom, a single claim in the early years weighs heavily. So with a small dent, always work out whether paying yourself is cheaper than the loss of steps and the premium increase in the years that follow.
From the age of fourteen a young person is personally liable under Article 6:162 of the Dutch Civil Code for the damage they cause; the special liability of parents under Article 6:169 of the Dutch Civil Code applies to younger children. For traffic damage caused with the light quadricycle, the third-party liability cover on the vehicle is the first port of call. For damage your child causes away from the road, personal liability insurance (AVP) is the appropriate policy.
Outside the cover are: driving without an AM licence, including where a friend takes over for a moment; carrying more occupants than the registration document allows; a derestricted or modified vehicle; driving under the influence, in which case the insurer recovers the amount paid from the driver; use for delivery or for payment without this being declared; and damage caused intentionally or through wilful recklessness, see Article 7:952 of the Dutch Civil Code.
Insurers weigh these details differently. That is why comparing pays off.

The questions we are asked most often about this.
That is common and it is allowed, provided the policy reflects reality. Your parent is then the policyholder and you are named as the regular driver. The premium is calculated on your age, not on your parent's. If you conceal who drives, that gives the insurer grounds under Article 7:930 of the Dutch Civil Code after a loss and you are left with the costs.
No-claims years are recorded in the name of the policyholder. If the policy is in your parent's name, the record accrues there and you start again at the bottom on a policy of your own. If you want to build up your own record, have the insurance put in your own name as soon as you can. Ask in advance how the insurer records this.
As a rule they do. No-claims years built up in your own name can be carried over to a new policy when you take out car insurance. That makes staying claim-free now worth more than it looks. The receiving insurer does, however, decide for itself how many years it takes over and which step you start on.
There is then no authorised driver and cover for your own damage falls away. The other party does receive compensation under the WAM, but the insurer then recovers that amount from the driver or from you as the policyholder. Even a short drive on a car park counts if the site is open to the public.
