In brief
The service guide exists because the Dutch Financial Supervision Act (Wft) requires you to know who you are dealing with before advice is given. It states the licence under which we work, the register in which it is recorded, which types of financial product we may advise and broke on, and whether we are tied to anyone. Finass Advies works as an independent broker and compares the offerings of several insurers objectively; there is no obligation to place business with one insurer.
A second element is remuneration. For general insurance a broker is usually paid through commission built into the premium. For complex products, commission is prohibited and a direct fee applies; in that case you receive a service document in advance setting out the costs and the work expected. Which form applies in your case is something you hear before you instruct us, not afterwards on the invoice.
The third component is the complaints route. You submit a complaint to us in writing first, with your policy number and a description of what happened. If that does not lead to a solution, you can turn to Klachteninstituut Financiële Dienstverlening (Kifid, the financial services complaints institute) or to the civil courts. What we agree about the assignment itself is set out in the general terms and conditions; what your policy covers is set out solely in the policy conditions.
This page deals with one situation. The full overview is on Compare personal liability insurance (AVP).
What the service guide contains
Four elements on which you can assess a service provider before you sign.
Licence and registration
Anyone advising or broking on insurance in the Netherlands needs a licence from the AFM (the Dutch financial markets authority) for it. The licence number is stated in the service guide and can be checked in the AFM's public register. That also shows which product groups the licence covers. If that number is missing from a provider's site, ask about it.
Advising, broking or merely passing on
There is a difference between advice and execution only. Where there is advice we assess your situation and substantiate the choice; that assessment is recorded. If you take out cover without advice, you carry the responsibility yourself for whether the cover fits. That distinction determines what a provider can be held to later.
Your own obligations
You have obligations too. Under Article 7:928 of the Dutch Civil Code you answer the insurer's questions fully and correctly; if it turns out afterwards that something was withheld, the payout may be reduced or refused under Article 7:930 of the Dutch Civil Code . When you claim, Article 7:941 of the Dutch Civil Code requires you to report as soon as you are reasonably aware of it.
What the service guide is not
It is not a cover document. It says nothing about exclusions, excess or sums insured; you read those in the policy conditions and on the insurance card (verzekeringskaart). The service guide also gives no entitlement to a payout, extends no deadline and replaces no quotation. It describes only the relationship between you and our firm.
What does your premium depend on?
- Type of product — general insurance is remunerated differently from a complex product
- Scope of the assignment — one policy or a full package under administration
- Type of cover chosen — wider cover means a higher premium
- Sum insured — the maximum payout per event or per year
- Excess — a higher excess lowers the premium
- Risk profile — address, use, occupation and age, depending on the product
Insurers weigh these details differently. That is why comparing pays off.

Frequently asked questions
The questions we are asked most often about this.
What is the difference between a service guide and a service document?
The service guide describes who we are, which licence we hold, how we work and how you submit a complaint. The service document is a standardised overview of the costs and work involved in complex products, allowing you to compare providers. For ordinary general insurance the service guide is enough; for complex products you receive both.
Are you independent or tied to an insurer?
We work as an independent broker and are not obliged to place business with one insurer. There are no shareholdings that steer the choice. We compare the offerings of several insurers objectively and explain why a particular policy comes out on top, so that you can follow the reasoning.
How do I submit a complaint?
In writing to our office, with your policy number, the date and a description of what you are dissatisfied about. You receive an acknowledgement and a response within the period stated in the service guide. If that does not lead to a solution, you can put the complaint to Kifid (the financial services complaints institute) or to the civil courts.
Can I end the assignment?
Yes. You are not obliged to keep the administration of your policies with us and can terminate the broking assignment. Your insurance simply continues; only the point of contact with the insurer changes. Conversely, we can also end the assignment. How that works and the notice period are set out in our terms and conditions.
