Special moped category · registration required · third-party liability compulsory
Most e-scooters sold in shops may not be used on the public road. That is not a detail: without RDW approval the vehicle cannot be insured either, and after an accident you carry the loss yourself.

In the Netherlands an e-scooter falls within the category of special moped. Only vehicles approved by the RDW (the Dutch vehicle authority) may use the road, plus e-scooters with pedal assistance and no throttle. Most models on sale are not approved.
Since 1 July 2025 approved e-scooters need a registration. For models approved earlier there was a transitional period until 1 July 2026; anyone applying for the registration after that must still have the vehicle tested.
With that registration comes compulsory Third-party liability insurance , with an insurance sticker on the vehicle. The other rules are: a minimum age of sixteen, a maximum of 25 km/h and riding on the cycle path.
The structure of the cover in three parts, with an overview per situation below.
Damage you cause to others with the vehicle.
Damage to and theft of the vehicle itself.
Only an approved vehicle can be insured.

This overview is general in nature and is not personal advice. What is actually covered, including exclusions, limits and the excess, is set out in the policy conditions and the insurance card (verzekeringskaart) of the insurer; you receive both before you take out cover. Four points that make the difference between a policy that pays out and one that does not.
You sometimes hear that the rules are not enforced, but the e-scooter can be seized and you risk a fine. More serious is what happens after an accident: you are uninsured, and if you injure someone else, that loss falls entirely on you.
There is no insurance product for a vehicle that is not permitted. An e-scooter is sometimes included under personal liability insurance (AVP), but often it is not, and the differences between policies are large. Do not assume it; check it expressly in your conditions.
Shops and web shops rarely state that a model may not be used on the road. The current list of approved special mopeds is held by the RDW. Ask the seller for the approval and the type approval number, and have it put on the invoice.
If you are hit as a pedestrian or cyclist by an uninsured e-scooter and the person responsible cannot be traced, you can turn to the Waarborgfonds Motorverkeer for injury losses. The reverse also applies: if you are the person responsible, the fund recovers that payment from you.
Insurers weigh these details differently. That is why comparing pays off.
Customers rate our service on four aspects: personal service, service delivery, availability and the outcome. The reviews are collected and published by NH1816 and come from customers who have actually taken out a policy with Finass Advies B.V. or reported a claim.
The questions we are asked most often about this.
Only if the model has been approved by the RDW and has a registration, or if it is an e-scooter with pedal assistance and no throttle. Most models in the shops do not meet that requirement.
Since 1 July 2025 for newly permitted e-scooters. For models approved earlier there was a transitional period until 1 July 2026; after that, fresh testing is needed.
Yes, as soon as the vehicle has a registration. You stick the insurance sticker on the e-scooter.
No. There is no insurance product for a vehicle that is not permitted; nor should you assume that your liability insurance covers it.
From the age of sixteen. The maximum speed is 25 km/h and you ride on the cycle path.
Seizure and a fine. After an accident you are uninsured and the other party's loss falls entirely on you.
