Battery · charging · total loss
On an electric light quadricycle (brommobiel), the battery pack determines what a repair costs and how quickly an insurer decides on a total loss.

An electric light quadricycle falls within the same category as a petrol light quadricycle: a maximum of 45 kilometres per hour, an AM licence and a registration. The insurance obligation of Article 2 of the Dutch Motor Insurance Liability Act (WAM)therefore applies. The difference from a fuel-driven model lies not in that obligation, but in what happens after a loss.
The battery pack represents a large part of the value of the vehicle and usually sits in the floor. A collision from the side or underneath can strike the housing of the pack without the vehicle looking badly damaged. A pack is rarely repaired; it is replaced. As a result the repair estimate exceeds the market value sooner and a total losssettlement follows sooner than on a comparable model with a combustion engine.
The second point is charging. The charging place at home changes the fire risk of your home and should be known to your household insurer. Models such as the Biro and the Citroen Ami charge from an ordinary socket; that is no licence to use an extension lead on a cable reel.
The structure of the cover in three parts, with an overview per situation below.
Damage you cause to others.
Causes beyond your control.
Including damage you cause yourself.
What is covered
| Situation | Third-party liability | Third-party, fire and theft | Comprehensive |
|---|---|---|---|
| Damage to the other party | Yes | Yes | Yes |
| Theft | No | Yes | Yes |
| Fire and storm | No | Yes | Yes |
| Damage you cause yourself | No | No | Yes |
| Wear and mechanical defects | No | No | No |
| Driving without a valid licence | No | No | No |
This overview is general in nature and is not personal advice. What is actually covered, including exclusions, limits and the excess, is set out in the policy conditions and the insurance card (verzekeringskaart) of the insurer; you receive both before you take out cover. Four points that make the difference between a policy that pays out and one that does not.
After a collision with the floor plate, what is assessed is not the dent but the integrity of the battery pack. If the housing has been struck or there is a chance of internal damage, the manufacturer prescribes replacement rather than repair. The estimate thereby rises at a stroke above the market value and the insurer settles as a total loss. So ask in advance how your policy establishes the value in the event of a total loss.
A fixed charging post or a charging point on the wall belongs in your buildings policy: it increases the rebuild value and it changes the fire risk. If you charge indoors in an attached garage, report that expressly. Charging by way of an extension lead or a coiled cable reel is a well-known cause of fire and gives rise to argument after a house fire about your duty of disclosure under Article 7:928 of the Dutch Civil Code and about the duty to mitigate the loss and contributory negligence.
Work on the drive system calls for a technician trained in high-voltage systems in vehicles. If you have damage repaired by a business without that qualification, the insurer may dispute the costs and your manufacturer's warranty on the pack also lapses. After a loss, first ask which repairer the insurer nominates, and report the loss within the period prescribed by Article 7:941 of the Dutch Civil Code and by your policy conditions.
Three exclusions recur almost every time. Loss of capacity of the battery through age or charging habits is wear and falls outside every own-damage cover. Deep discharge because the vehicle stands unused and uncharged for months is not covered either; that is a lack of maintenance. And damage arising while there is no valid AM licence, or while the vehicle is hired out or used for delivery without this being on the policy, remains at your expense.
Insurers weigh these details differently. That is why comparing pays off.
Customers rate our service on four aspects: personal service, service delivery, availability and the outcome. The reviews are collected and published by NH1816 and come from customers who have actually taken out a policy with Finass Advies B.V. or reported a claim.
The questions we are asked most often about this.
Because a damaged battery pack is generally not repaired but replaced. That pack is one of the most expensive components of the vehicle. As soon as the housing has been struck in a collision, the repair estimate exceeds the market value and the insurer opts to settle as a total loss, even where the bodywork still looks reasonable.
Not automatically. If you hire the battery separately, it belongs to the supplier and not to you. Report that when you apply, so that the policy states who may claim for which damage and which value is used in the event of a total loss. Without that entry, argument arises between you, the hire company and the insurer about who is entitled to the payment.
Fire on the vehicle itself comes under third party, fire and theft and comprehensive cover. If the fire spreads to your home, that ends up with your buildings insurance (opstalverzekering) and home contents insurance (inboedelverzekering). There it counts whether you had reported the charging point and whether you used a sound installation. Charging by way of an extension lead or cable reel is the cause most often cited in argument about payment.
For as long as the registration is in your name, the insurance obligation under Article 2 of the Dutch Motor Insurance Liability Act (WAM) applies, even if you do not drive. During a longer period of non-use you can suspend the registration. Bear in mind then that the battery discharges deeply if the vehicle stands for months; that damage is wear and is not paid. Charge the pack from time to time as the manufacturer prescribes.
