A light quadricycle (brommobiel) in the company name: cover and market value

In law a light quadricycle (brommobiel) is a moped on four wheels, and that feeds through into everything the policy says about the vehicle: the insurance obligation, the basis of valuation and the question of what the plastic bodywork costs after a loss.

In brief

The vehicle has a yellow plate and a design speed of 45 kilometres per hour. As soon as that registration is in the company's name, third-party liability cover must be in place under Article 2 of the Dutch Motor Insurance Liability Act (WAM), including in months when the vehicle stands unused. If that cover is missing, a penalty follows from the RDW register check.

Above compulsory third-party liability you choose third party, fire and theft, or comprehensive cover. On a 45 km vehicle, the basis of value is the key question: after the first years the insurer works on market value, while a damaged body panel is generally replaced rather than beaten out. Work out that ratio before you choose comprehensive cover.

Everything you have done to the vehicle after delivery belongs separately in the application. If several staff drive it and your main concern is the range of drivers and the employer's risks, see the business light quadricycle and your drivers. See also light quadricycle insurance in general.

This overview is general in nature and is not personal advice. What is actually covered, including exclusions, limits and the excess, is set out in the policy conditions and the insurance card (verzekeringskaart) of the insurer; you receive both before you take out cover. Where things go wrong in practice

Four points that make the difference between a policy that pays out and one that does not.

The obligation attaches to the registration, not to the use

For as long as the registration is in the company's name, third-party liability cover must be in force. That follows from Article 2 of the Dutch Motor Insurance Liability Act (WAM) and applies even where the light quadricycle stands indoors all winter or is only driven on your own land. If you stop the cover without transferring the registration or handing the vehicle over against a transfer certificate, the register check picks it up and a fine follows. So align the dates of registration and deregistration with the policy dates.

Plastic panels and market value determine what own-damage cover produces

The bodywork consists largely of plastic panels which, after a collision or parking damage, are replaced rather than repaired. As a result, damage that looks small quickly becomes a substantial repair bill. Set against that, after the first years the insurer works on market value and in the event of a total loss pays no more than that; Article 7:960 of the Dutch Civil Code does not allow a higher payment. Weigh the market value, the excess and the own-damage premium against one another.

Lettering and fitting-out are not included in the list price

Full livery, an adapted load space, shelving or refrigeration equipment are not counted in the value the insurer works with. If you do not declare them separately with their value, you are paid for the bare vehicle after a theft or a total loss and you pay for the lettering and the conversion again out of your own pocket. Keep the converter's invoices; they provide the support for the amount after a loss.

On an electric version the battery is a separate question

The battery pack is included in the cover for damage from a covered cause, such as fire or a collision. Outside the cover are loss of capacity and wear; the manufacturer's warranty applies to those. If the battery is hired or leased, it belongs to someone else and falls outside your policy, while the contract does place the loss with you. Charging cables and a charging point in your premises belong with the business contents or buildings insurance.

Declare the livery separately

Full lettering, an adapted load space or refrigeration equipment is not included in the list price. Without a declaration, a total loss is paid on the bare vehicle, while you have to have the vehicle lettered again.

On an electric version the battery counts

The battery pack is included in the cover for damage from a covered cause, but loss of capacity and wear fall outside it; the manufacturer's warranty applies to those. If the battery is hired or leased, it falls outside your policy.

What does your premium depend on?

  • List price plus declared lettering and fitting-out — The basis for own-damage cover; what you do not declare does not count after a loss.
  • Petrol or electric, and who owns the battery — A hired or leased battery pack falls outside the vehicle cover.
  • Year of manufacture and trim level — A closed van version, an open load bed or a passenger version differ in repair costs.
  • Type of cover and excess chosen — Third-party liability, third party, fire and theft, or comprehensive cover, set against the market value.
  • Postcode of the overnight storage — Theft and vandalism figures differ sharply by area.
  • Extensions chosen — Glass cover, roadside assistance and a replacement vehicle are rated separately.

Insurers weigh these details differently. That is why comparing pays off.

Frequently asked questions

The questions we are asked most often about this.

Do I have to insure the light quadricycle if it stands unused for months?

Yes. The obligation under Article 2 of the Dutch Motor Insurance Liability Act (WAM) attaches to the registration, not to the use. For as long as the yellow plate is in the company's name, third-party liability cover must be in place, even where the vehicle stands indoors. If you want to stop the costs, you have to have the registration transferred or the vehicle handed over against a transfer certificate; otherwise a fine follows from the register check.

Will I be paid for the lettering in the event of a total loss?

Only if you declared it with its value. Livery, an adapted load space and refrigeration are not included in the list price the insurer works with. Without a declaration you receive the market value of the bare vehicle and you pay for converting the replacement yourself. Keep the coachbuilder's invoices as support.

Is the battery pack covered?

For damage from a covered cause, yes, for instance after a fire or a collision. Loss of capacity and wear fall outside it; that is a warranty matter with the manufacturer. If you hire or lease the battery, it belongs to someone else and falls outside your policy, while the hire contract usually does place the loss with your business.

Is comprehensive cover worthwhile on an older light quadricycle?

That depends on the market value. In the event of a total loss the insurer pays no more than that value, while the own-damage rate is based on the purchase price. On a vehicle a few years old that stands in the city every day, third party, fire and theft with glass and theft cover may work out better. Have both options set side by side with the same excess.
