Insuring the cars of a property and management organisation
Anyone who manages or lets premises spends more hours in the car than at the desk. The risk lies not in the kilometres, but in the changing drivers and in what is in the car.

In brief
A management, letting or estate agency organisation runs a small number of vehicles that are used by many people: viewings, handovers, inspections and emergency call-outs. For a pool car insurers work differently from a car with one regular driver. There is no regular driver on which to base the premium, so the calculation uses the youngest driver or a surcharge, and there is often a a higher excess for drivers under a certain age. Set out who may drive and check their entitlement to drive, because that is the first thing asked about after a claim.
The second risk lies in the car itself. A manager drives around with keys, key safe codes, a tablet with tenants' details, measuring equipment and sometimes a damp meter or camera. If the car is broken into, own-damage cover pays for the lock and the bodywork, not for the contents. Loose equipment you insure on electronics or business contents cover; the business contents and tenant's improvements cover is the starting point for that. If keys to a let complex are lost and the locks have to be replaced, that is a liability question; see property liability.
The third point is almost always forgotten: damage to your own premises. If an employee drives into a shopfront, a barrier or a building belonging to your own property company, third-party cover offers no help. It covers loss to third parties, and property of the policyholder is not a third party. Such damage has to come from the buildings insurance for the building, with the excess that goes with it. The overview of the other covers is at insurance for property owners.
This page deals with one situation. The full overview is on Compare car insurance.
What to look out for
Four points that lead to a refusal in a management organisation more often than the level of cover does.
Pool cars and the youngest driver
As soon as a vehicle is used by changing employees, that has to appear on the policy schedule. If one regular driver is named while in practice six people drive it, the declaration is incorrect and after a loss the insurer can fall back on Article 7:930 of the Dutch Civil Code. A clause for changing use costs premium, but it prevents precisely that discussion.
Keys, codes and tenants' details
The theft of a bunch of keys from a car is rarely an own-damage claim and almost always a liability question: the owner wants to see the cylinders replaced. If there are also tenants' details on a stolen tablet, there is a data breach and it is for you to act towards the people concerned. A cyber insurance covers the costs of that; a motor policy never does.
Damage to your own property
Liability covers are exclusively about damage to someone else. In a group with a property company and a management company, a building belonging to one can be hit by a vehicle belonging to the other; whether that counts as damage to a third party depends on the insured persons clause. In a group structure, have that provision checked before something goes wrong.
The maintenance van and the trailer
If you carry out minor maintenance yourself, materials and tools travel with you and sometimes a trailer of demolition waste is towed behind. That changes the capacity from that of a service provider to that of a contracting business. For the towed part a trailer insurance is needed, and for the work itself a liability cover that includes contracting work.
What does your premium depend on?
- Number of vehicles and drivers — changing use weighs more heavily than the number of cars
- Age profile of the drivers — young employees in a pool car raise the premium
- Annual mileage per vehicle — inspection rounds soon mount up
- Storage location — on the street by the office or on a locked site
- Equipment carried — the basis for separate electronics cover
- Size of the portfolio — determines how your vehicles relate to the other policies
Insurers weigh these details differently. That is why comparing pays off.
What is covered
| Situation | Third-party liability | Comprehensive |
|---|---|---|
| A manager hits a cyclist during an emergency call-out and the cyclist is injured | Yes | Yes |
| An employee puts the pool car into a concrete block on the firm's own car park | No | Yes |
| An angry tenant throws a stone through the side window of the company car | No | Yes |
| A roof tile blows onto the bonnet during an inspection of the roof | No | Yes |
| The car stands at the repairer for three weeks after a collision and a replacement vehicle is needed | Provided that | Provided that |
| The pool car is lent to a tenant for a week while their home is being repaired | No | No |
Changing use and lending a vehicle belong on the policy schedule before the first journey is made.
Frequently asked questions
The questions we are asked most often about this.
Our employees drive their own cars to viewings. What do I have to arrange?
Two things. They have to declare business use on their own policy, because otherwise the actual use differs from the declaration. And as the employer you remain responsible for the road risk they run for you; Article 7:611 of the Dutch Civil Code imposes an obligation to insure that properly. A company liability insurance does not solve it, because motor vehicles are excluded there.
Is the car insured if an agent takes a customer in it?
Passengers are insured under the compulsory WAM cover for injury caused by the vehicle, even if your own employee caused the accident. What it does not cover is the driver's own loss. If you regularly carry customers for payment, that is carrying passengers for hire or reward and the ordinary business capacity no longer fits.
Who pays the damage if an employee hits the barrier at a complex?
If the complex belongs to a third party, that is an ordinary third-party claim on the vehicle. If it is your own or a managed property, it depends on the ownership position and on the insured persons clause on both policies. In the latter case the loss usually ends up on the buildings policy for the property, including the excess that applies there.
Does a car that stands idle for months have to stay insured?
As long as the registration is not suspended, the insurance requirement under Article 2 WAM applies in full, even if the car is not driven. Suspending saves premium, but the cover against fire and theft then also falls away unless you expressly leave it in place. For a vehicle kept on your own land that is rarely attractive.
