A beach pavilion stands on sand, in the wind and within reach of the sea, and that last point is precisely the risk that an ordinary buildings policy excludes.

With a pavilion, insurers look first at the dividing line between storm and flooding. Wind damage to the facade, terrace and roof is an insurable risk. Water entering the building from the sea at spring tide or through a breach in the sea defence is not: flooding is excluded in almost all policy conditions. In this location those two events lie closer together than anywhere else.
The second feature is the demountable construction. Many pavilions are taken down after the season and stored over the winter; others stay in place all year on heavier pile foundations. That choice determines the underwriting, because during assembly, dismantling and storage the structure is no longer a building within the meaning of the policy and the cover changes in character.

Four points that make the difference between a policy that pays out and one that does not.
If the roof blows off or the wind pushes in a glazed front, that is storm damage and covered from the wind force stated in your policy conditions. If the pavilion is flooded by high water, a spring tide or waves running over the dune, that is flooding and excluded. Blown sand entering through gaps, and damage to installations caused by wind-blown beach sand, also fall outside the cover.
A pavilion stands on piles or on a concrete footing in loose sand. Erosion of the dune foot, washout around the piles and settlement after a storm are not insured events but structural risks. Insurers ask about the type of foundation, the height of the floor above beach level and the anchoring of the terrace. Keep the structural calculations and the local authority permit available when you apply.
Salt air attacks fixings, window frames, roof edges and outdoor installations, year in year out. That deterioration is not a sudden event but wear, and is therefore excluded. What does matter is that weakened fixings come loose in the first autumn storm and then do cause damage. So carry out demonstrable maintenance on roof edges, terrace screens and canopies, and keep the reports; they will decide the discussion about cause and maintenance.
During dismantling, transport and storage your pavilion is not a building. Damage to components in the warehouse or in transit is not covered by the buildings policy. A separate arrangement is needed for that. Also report how many months a year the structure stands on the beach. Liability for a terrace screen coming loose and hitting a visitor runs through Article 6:174 of the Dutch Civil Code and belongs on a liability policy.
Insurers weigh these details differently. That is where your saving is.

No. Flooding, whether caused by a spring tide, wave run-up or a failed sea defence, is excluded in almost all buildings policy conditions. What can be covered is wind damage during that same storm: a section of roof torn away or a glazed front pushed in. After a claim, careful account is therefore taken of which cause produced which part of the damage.
As soon as the pavilion has been dismantled, there is no building on the site. Components in transit or in a warehouse then fall outside the buildings cover. Make a separate arrangement for that, for example through goods or storage cover, and record in which period the structure is actually on the beach and when it is not.
Not as a cause of loss in its own right. Deterioration of metal, timber and window frames through salt air is a gradual process and counts as wear, which is excluded as standard. Corrosion can, however, be the origin of covered storm damage if a weakened fixing fails. Demonstrable periodic maintenance is then decisive in the assessment.
Usually the method of construction and the foundations, the operating season, whether there is a catering kitchen with grease extraction, the size of the terrace and canopies, and the local authority permit or ground lease conditions for the site. Also keep your maintenance file and the structural calculations to hand; those documents determine whether an insurer is willing to assess the risk.
