Insuring a light quadricycle (brommobiel) through a.s.r.
In law a light quadricycle (brommobiel) is not a car but a moped on four wheels. That difference determines who may drive it and what rules the policy sets.

In brief
Finass arranges cover through a.s.r. among others and also compares what other companies offer; which one is most favourable depends on the vehicle, the year of manufacture and the age of the driver. The general account of this vehicle is on the page insuring a light quadricycle (brommobiel).
The Third-party liability cover is compulsory by law under Article 2 of the Dutch Motor Insurance Liability Act (WAM). That cover pays for damage you cause to others with the light quadricycle: to their car, to their bicycle, to their person. If you drive uninsured, you not only face a fine through the RDW register check, but also carry the full injury claim of the other party yourself.
On top of third-party liability cover you choose third-party, fire and theft for theft, fire, storm and glass damage among other things, or comprehensive cover, which also pays for damage to your own vehicle caused by your own mistake. On a light quadricycle that choice weighs heavily, because the purchase price is high in relation to the market value after a few years. So always ask on what valuation arrangement the policy pays out: a purchase price scheme with a fixed monthly depreciation gives a very different figure in the early years from a settlement at market value.
This page deals with one situation. The full overview is on Insuring a light quadricycle (brommobiel).
What to look out for
Four points where a light quadricycle policy works differently from car insurance.
The AM licence and the age of the driver
For a light quadricycle you need an category AM driving licence , or a valid car or motorcycle licence. It can be taken from the age of sixteen; see also insuring a light quadricycle at the age of 16. If someone drives without a valid licence, there is no cover. The victim's third-party loss is paid, but the insurer may recover that amount from the policyholder or driver under the WAM.
Design speed of 45 kilometres per hour
The light quadricycle owes its entire legal status to its restricted speed. If the speed limiter is removed or the drive train altered, the vehicle is no longer what is stated on the policy schedule and cover falls away; that applies even where the change had nothing to do with the loss. A change to the construction is therefore the most expensive saving there is.
What you must disclose when you apply
Give an honest statement of who the regular driver is, where the vehicle stands overnight and what you use it for. An incorrect or incomplete statement comes under the Articles 7:928 and 7:930 of the Dutch Civil Code: the insurer may reduce or refuse payment if, with the correct information, it would have set different conditions or declined the application.
Exclusions that almost always apply
There is no cover for driving under the influence of alcohol or drugs, for use for carrying people or goods for payment, for letting to third parties or for taking part in races or speed trials. Damage from wear, rust or deferred maintenance is not a sudden event and likewise falls outside own-damage cover. Anyone who causes the damage intentionally is, under Article 7:952 of the Dutch Civil Code outside any cover.
What does your premium depend on?
- List price of the light quadricycle — the basis for the own-damage premium
- Age of the regular driver — young and very old drivers are rated separately
- Cover chosen — third-party liability, third-party, fire and theft, or comprehensive
- Postcode and where the vehicle is kept — theft figures differ widely by area
- Year of manufacture — determines whether own-damage cover is still possible and which basis of valuation applies
- Excess — a higher excess lowers the own-damage premium
Insurers weigh these details differently. That is why comparing pays off.
What is covered
| Situation | Third-party, fire and theft | Comprehensive cover |
|---|---|---|
| You hit a bollard while parking and the front bumper cracks | No | Yes |
| The light quadricycle is stolen from your drive | Yes | Yes |
| A branch blown down in a storm damages the roof | Yes | Yes |
| A total loss after two years, where you want the purchase price paid back | Provided that | Provided that |
| The speed limiter has been removed so the vehicle runs faster, and damage then occurs | No | No |
| Your seventeen-year-old son drives without an AM licence and damages the vehicle | No | No |
The level of cover determines which event counts, and the basis of valuation determines what you get back for it.
Frequently asked questions
The questions we are asked most often about this.
Do I earn no-claims years on a light quadricycle?
That differs from one company to another. Some insurers apply a no-claims scale with a discount that rises as you drive claim-free, others use a fixed rate per age group and level of cover. No-claims years built up on a car cannot always be transferred to a light quadricycle, or the other way round. Ask about this before you switch.
Is my own injury covered if the fault is mine?
Not under third-party liability cover, because that exists only for the losses of others. Own-damage cover, too, pays only for the vehicle. For your own injury you need additional cover, such as personal accident cover or accident cover for occupants. A passenger travelling with you does count as an injured third party and can therefore claim for injury against your third-party liability cover.
May I drive a light quadricycle on a dual carriageway?
No. A light quadricycle is classed with mopeds and may not use a dual carriageway or motorway. Within built-up areas you generally drive on the carriageway; outside built-up areas the rules for mopeds apply. Driving where the vehicle is not allowed is also an increase in risk that leads to argument about cover after a loss.
What happens if a leased or financed light quadricycle is stolen?
Own-damage cover pays out on the basis of valuation set out in the conditions, and that amount may be lower than the outstanding balance with the finance company. You pay that difference yourself, unless separate cover for it has been included. Report a theft to the police and to us straight away; Article 7:941 of the Dutch Civil Code requires you to notify promptly and to cooperate.
