In brief
The word storage in the product name is the heart of this cover. A consignment rarely goes from sender to consignee in one movement: it is transhipped at a terminal, waits on a cross-dock floor, spends a night in a trailer on a yard and sometimes lies for days in an interim warehouse until there is a full load. A classic transit cover runs from taking up to delivery. A transport and accommodation cover extends that period by a defined number of days or weeks standing still at each link. The importance of this is practical. Theft of complete trailers and of pallets during transhipment does not happen on the motorway but in lorry parks and on yards used by several parties. If the storage period expires while the cargo is still standing, the cover ends without anyone noticing. So work out for each chain how many days the goods may remain somewhere, and set the period by the longest realistic waiting time, not by the average.
This cover is insurance on the item itself and not on your liability as a carrier or warehouse keeper. If you carry for third parties, you also need to look at carriers' liability insurance. What to look out for
Four provisions that determine whether stationary cargo is still covered.
The storage period is a cut-off period
If the conditions say that storage is included up to a certain number of days, the cover has ended without noticeafter that. No warning follows and there is no discretion. If a consignment is held up by a customs inspection or a refused delivery, report it at once and ask for an extension before the period expires.
Requirements for parking and storage
Clauses apply to leaving a loaded vehicle: a guarded or fenced site, a kingpin lock, a tracking system, or a ban on stopping within a number of kilometres of departure. Theft of a trailer in an unguarded lorry park is therefore often not covered. Set these requirements out in the driver's route instructions.
Shortages without signs of forced entry are not paid
Transhipment and cross-docking produce paper shortages: packages that exist on paper and not physically. Without signs of forced entry or a demonstrable event, that counts as unexplained loss and is excluded. Theft by your own or hired-in staff also falls outside the cover, unless a separate clause has been agreed for it.
War risks, strikes and confiscation
Damage caused by armed conflict, riot, strikes and terrorism are excluded from the ordinary cover and are insured only through a separate clause with its own conditions and a short notice period. The same applies to cargo confiscated or destroyed by a government. In cross-border traffic that is not a theoretical point.
What does your premium depend on?
- Value per consignment and per location: the build-up during storage weighs heavily
- Length of the storage period: every extra day standing still increases the exposure
- Number of transhipment points: every link is another opportunity for damage
- Security of terminals and yards: cameras, fencing, access control
- Type of goods: goods prone to theft are weighted differently
- Routes and countries: certain routes carry stricter clauses

When exactly does the cover end?
On delivery at the agreed final destination, or earlier if the storage period expires or if the goods are appropriated to a purpose other than the original carriage. If a consignment is stored to be sold later, it is no longer transit but stock. Have it looked up in the conditions which of those moments comes first.
Is storage with a third party included?
Only if that storage falls within the storage provision and the location meets the requirements set. Storage with a logistics service provider on its own terms is another matter: it usually limits its liability far-reachingly, so that in the event of fire or theft you are largely empty-handed if you have no cover on the goods yourself.
Why is the logistics provider's liability not enough?
It is limited by contract and by convention, often per kilo or per event, and comes with a long list of force majeure grounds. You also have to show that a mistake was made. Cover on the goods themselves pays out on the basis of the event. The insurer then takes over the recovery from the party involved.
What if the value per location turns out higher than declared?
Then you are underinsured for that part and payment is made proportionately. During storage, value builds up: three consignments waiting together form one risk. So calculate with the peak and not with the average. More than the actual loss is never paid, because Article 7:960 of the Dutch Civil Code prohibits a payment that puts you in a better position.
